Job summary

City of Toronto is seeking a Management Consultant to join the Business Solutions Services team in Toronto. You will provide value-added consulting to senior leadership and technology delivery teams, guiding strategy development through implementation with focus on process improvements, delivery frameworks, and governance.

You will lead or support cross-functional teams, apply agile methods, and contribute to performance reporting and benefit realization.

Qualifications

  • Post-secondary education in public or business administration or related field.
  • MBA is an asset.
  • Experience in management consulting and strategic planning in ICT/public sector.
  • Experience managing enterprise-wide technology projects with budget and timeline oversight.
  • Knowledge of Agile project management and tools (JIRA, Confluence).
  • Experience with policy development, governance and risk management.

Job Description

Join the City of Toronto’s Business Solutions Services team as a Management Consultant. In this role, you will contribute to the success of the City and the Division by providing value-added consulting services and support to senior leadership and technology delivery teams from strategy development through implementation. You will lead and/or support teams in developing and applying business process improvements, modern delivery frameworks such as Agile, ITIL, SDLC and DevOps, organization design and/or re-design, performance reporting, portfolio/project management, as well as recommend changes to support management priorities and functions, and strengthen internal controls.

Major Responsibilities:

Your primary responsibilities as a Management Consultant, will be varied. Specifically, the Management Consultant:

  • Implements detailed plans and recommends policies/procedures regarding program specific requirements.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Provides client-driven, value-added management consulting services to a portfolio of diverse projects reflecting practice areas.
  • Provides project analysis, formulation, coordination and advice to the project stakeholders and senior managers regarding technology programs, services and trends at both a strategic and operational level.
  • Shapes and helps to define projects in consultation with client and key stakeholders, in terms of focus, scope, objectives, methodology and activities.
  • Directs and applies research methodologies, collects data, conducts analyses, draws conclusions to support recommendations and develops alternative solutions.
  • Brings analysis, conclusions, and recommendations forward to the client/stakeholders, chair meetings and promotes systematic discussion.
  • Supports management in assessing and devising solutions from a pragmatic and objective perspective.
  • Works in support of project steering committees and leads interdepartmental teams and working groups.
  • Assumes a temporary, short-term managerial/supervisory role in an organizational unit during the transition phase of an organizational change project.
  • Contributes to the development and implementation of strategic organization design and effective management/governance systems and processes at the corporate level.
  • Assists in the assessment and analysis of corporate organization effectiveness issues and conducts studies and prepares confidential reports with respect to program and service delivery changes; management policies, systems, processes and practices; management restructuring; and organization change.
  • Leads and/or supports cross-departmental teams in the development and application of corporate policies; identification of a range of options for operations, policies, information systems and management practices; assessment of the implications and viability of each option; and recommends changes to support management priorities and functions and strengthens internal controls.
  • Leads the development and execution of the Benefit Realization planning and execution for various portfolio projects.
  • Researches, reviews and reports on existing and new management tools and methodologies and advises senior managers on emerging management techniques and other applied social science concepts and their applicability to the City.
  • Promotes organization learning and takes steps to orchestrate change through corporate wide and interdepartmental initiatives
  • Fosters and maintaisn cooperative working relationships within and external to the organization; establishes and maintains contact with professionals in related fields to ensure skills, knowledge and practice are current.
Key Qualifications:

Your application for the role of Management Consultant should describe your qualifications as they relate to:

  • Post-secondary education in Public or Business Administration or Business Technology or Managing Information Systems or an equivalent combination of education and/or experience. MBA is an asset.
  • Considerable experience in management consulting, strategic planning or business analysis in the information and communication technology sector, digital industry, public sector, or non-profit organizations where the analysis or protection of personal information is related to the core business.
  • Considerable experience in providing strategic advice and adapting communications to a variety of audiences.
  • Considerable Experience in managing all aspects of transformational enterprise-wide Technology projects in complex multi-divisional environments (including budget & timeline management, scope management, timely decision making, critical path identification, business transformation, data transformation/migration, benefit realization, user experience optimization, etc.)
  • Considerable experience with Agile project management, related tools (JIRA, Confluence and techniques for managing Agile projects (i.e. SCRUM, KANBAN, Burndown techniques, Retrospective formats, etc.
  • Experience in policy/program development, management and evaluation.
  • Experience and knowledge in the application of multiple management disciplines and techniques such as financial management, planning, benefits identification/quantification, information management, performance measurement, risk management, communication and governance.
  • Project Management Professional (PMP) and Six Sigma designations will be considered assets.
  • Knowledge of research methods, techniques and resources with advanced attention to detail and analytical skills to research and review materials and provide relevant input and reports.
  • Ability to present material at a strategic level while also understanding the details and dependencies to present an issue from a holistic perspective.
  • Excellent communication, interpersonal, cooperative and team-building skills, as well as planning, organizational and time management skills with ability to effectively balance a variety of stakeholder interests.
  • Ability to establish and maintain effective consulting, working relationships and a high level of trust with senior leaders, divisional clients and vendors, using a strong customer service orientation.
