Job summary

Northwest Territories Housing Corporation in Norman Wells seeks a Maintenance Foreman to lead a mixed crew of tradespeople and contractors, turning work orders into reliable housing in a demanding climate.

You will oversee preventive maintenance, respond to emergencies, and prepare the annual capital-repair list to inform the next fiscal budget while managing costs and safety across the portfolio.

Qualifications

• Journeyperson ticket and minimum five years supervising maintenance crews in multi-unit or public housing.
• Ability to read drawings and write clear work orders; familiarity with CMMS systems.
• Proven record of meeting service-level targets in remote or winter-climate settings.
• Valid Class 5 driver’s licence and willingness to travel within the Sahtu region.
• Strong coaching skills and commitment to GNWT safety and tenant-respect standards.

As Maintenance Foreman in Norman Wells you will lead the crews that protect that promise—turning work orders into reliable housing, reducing emergency repairs, and giving residents the dignity of well-maintained homes in one of Canada’s most demanding climates.

Performance Objectives

• Cut overdue work orders 25% within 12 months by scheduling, assigning and closing preventive and demand maintenance across the Norman Wells housing portfolio.
• Deliver 95% of emergency repairs (heat, water, structural safety) within 24 hours through rapid triage, parts staging and after-hours coordination.
• Complete the annual unit-condition inspection cycle on time and produce a prioritized capital-repair list that informs the next fiscal budget.
• Hold material and labour costs within 5% of approved estimates by negotiating local suppliers, tracking inventory and controlling overtime.
• Raise crew safety and quality scores so that lost-time incidents drop to zero and first-time-fix rates exceed 90%.
• Train and certify two apprentices per year so the team can independently handle HVAC, plumbing and building-envelope work in extreme cold.
• Provide weekly dashboard reports to the District Manager that flag emerging risks, occupancy impacts and resource needs.

You report to the District Manager, Housing Operations, and supervise a mixed crew of tradespeople, labourers and contractors. You have a dedicated maintenance shop, government vehicles, a modest discretionary budget for parts, and full access to GNWT procurement, safety and asset-management systems.
