Job summary

The Alberta Utilities Commission (AUC) is seeking an experienced Counsel, regulatory to join its Law Division in Calgary. Reporting to the general counsel, you will provide regulatory and litigation support related to Alberta’s utility sectors, electricity and gas rates, and markets.

The ideal candidate holds an LLB and at least four years of related experience, with strong research, writing and advocacy skills, and the ability to work independently within a collaborative, public-interest

Qualifications

• LL.B. with four or more years of related progressive experience.
• Bar admission and in good standing with the Law Society of Alberta.
• Litigation experience before courts and administrative tribunals is an asset.
• Strong research and analytical skills.
• Excellent writing skills.
• Knowledge of administrative law, utility legislation and economic regulation.

Responsibilities

• Provide legal support on Commission related matters.
• Identification, research and analysis of legal issues, including the preparation of legal memos and opinions.
• Provide legal advice on correspondence, rulings, information requests and Commission findings in accordance with instructions from Commission members.
• Questioning at oral hearings.
• Provide legal support in the preparation of Commission rules and bulletins.
• Act as a fully integrated member of a cross-disciplinary team assigned to a file.
• Represent the AUC positively to the external community through formal interactions on applications.
• Represent the AUC at the Alberta Court of Appeal.

What we do

The Alberta Utilities Commission (AUC) is an independent, quasi-judicial agency of the province of Alberta. As Alberta’s independent utilities regulator, the AUC is responsible for ensuring that utility services are delivered in a manner that is fair, responsible and in the public interest.

The AUC regulates investor-owned natural gas, electric and water utilities, as well as certain municipally owned electric utilities, to ensure customers receive safe and reliable service at just and reasonable rates. It also oversees the construction, operation and decommissioning of electric facilities and provides regulatory oversight of Alberta’s wholesale electricity market and retail gas and electricity markets.

Through this work, the AUC supports safe, reliable and affordable utility service, while maintaining independent, evidence-based decision-making and public confidence in Alberta’s regulatory framework.

The ideal candidate

Reporting to the general counsel, the successful candidate will act as counsel to the Alberta Utilities Commission (AUC or Commission) on matters related to the regulation of Alberta’s utility sector (electricity and utility gas pipeline facilities; electricity and gas rates; electricity and gas markets).

Qualifications

As the ideal candidate you will possess:

• LL.B. with four or more years of related progressive experience.
• Member in good standing of Law Society of Alberta.
• Litigation experience before courts and administrative tribunals is a definite asset.
• Excellent research and analysis skills, ability to effectively identify relevant legal issues and identify/interpret relevant statutory provisions.
• Excellent writing skills.
• Knowledge of administrative law, utility legislation and economic regulation.
• Strong organization, teamwork, communication and interpersonal skills.
• Ability to effectively and independently manage workload.
• Ability to synthesize information and data to identify implications and possible consequences.
