HOURS OF WORK: 35 hour workweek

LOCATION: Hybrid Model*– when working onsite, report to West Tower.

SALARY GRADE: 9

HIRING SALARY RANGE: $142,985.00 - $160,858.00 per annum

MAXIMUM OF SALARY RANGE: $178,731.00 per annum

AREA OF RESPONSIBILITY:

Reporting to the Deputy City Solicitor, this position is that of a municipal solicitor responsible for providing legal services, including opinions and advice to the Corporation and its Departments to ensure legal security and compliance.

  • General: Deliver competent, timely legal services in cooperation with Legal Services staff and City Departments. Collaborate with client Departments to develop legal solutions.
  • Advise: Provide written and oral legal advice to Council, staff, and committees. Assist in drafting and interpreting municipal by-laws. Understand municipal legislative frameworks, obligations, and objectives. Handle issues related to contracts, real estate, construction, commercial matters, taxation, procurement, planning, and development. Offer legal opinions, analysis, and research. Advise on policy initiatives and review provincial legislation.
  • Prepare legal documents: Draft and review contracts, including land development agreements. Conduct due diligence, review searches, and prepare documentation for property transactions, leases, and related documents. Review title searches and environmental studies. Ensure legal compliance and risk mitigation.
  • Negotiate: Protect the Corporation’s interests through discussions and negotiations with external parties. Prepare and review legal files, research law, verify facts, and draft documents. Anticipate legal outcomes and advise accordingly.
  • Council and Committees: Attend meetings, present legal reports, review agendas and corporate reports. Provide legal comments and advice on by-laws and reports.
  • Corporate Projects: Represent Legal Services in relations with other Departments and external parties. Lead or support special projects aligned with legal and strategic objectives. Work in multidisciplinary teams.
  • Advocate: Represent the City before tribunals such as the Ontario Land Tribunal.

SELECTION CRITERIA:

EDUCATION:

  • Law degree and call to Ontario Bar, with interest in municipal, real estate, and development law.
  • Member in good standing with the Law Society of Ontario.

EXPERIENCE:

  • 3-5 years related experience, preferably in municipal law.

OTHER SKILLS AND ASSETS:

  • Exceptional communication and report writing skills.
  • Ability to negotiate effectively.
  • Proficiency in MS Office and online legal research.

MANDATORY REQUIREMENTS:

  • Law Degree and Ontario Bar admission.

Various tests/exams may be required during selection.
