Job summary

Reporting to the Corporate Lead for the Prairie Economic Gateway, this position leads the Infrastructure Delivery and Operational Integration portfolio, with delegated accountability for setting portfolio direction, enabling decisions, and delivering outcomes through both direct managerial authority and influence-based governance with partners. The role defines priorities and the integrated delivery roadmap, establishes success measures, and ensures decision quality by integrating technical due diligence, approvals readiness, construction sequencing, commissioning, and asset handover requirements across City business units and external partners. Primary Duties include:

• Lead a professional team to deliver outcomes through a mix of direct supervision and influence-based leadership across City business units and external parties; set clear expectations, priorities, and accountabilities.
• Create the conditions for high performance in complex, matrixed environments by establishing ways of working (cadence, escalation, decision records) that enable timely alignment and credible delivery commitments.
• Build portfolio capability by coaching technical and leadership judgment, succession planning, and ensuring responsible engineering practice, quality, and ethics are reinforced in day-to-day decisions.
• Maintain a safe, inclusive, and accountable culture; address performance and conduct issues proactively to protect the credibility of the portfolio and the City's service commitments.
• Shape portfolio outcomes by setting and defending technical direction, standards interpretation, and acceptance expectations so that City, developer, and partner-delivered infrastructure is consistent, safe, and fit for long-term operation.
• Provide authoritative guidance on complex applications and technical proposals (including non-standard designs), influencing internal and external decision-makers by framing trade-offs, risks, and value-for-money implications.
• Direct and coordinate cross-corporate engineering input across the development continuum (land use to construction certification), ensuring interdependencies and interfaces are resolved and documented.
• Influence the evolution of bylaws, guidelines, and technical policy by identifying barriers and proposing solutions that enable Gateway delivery while maintaining compliance and corporate alignment.
• Anticipate and influence the resolution of portfolio-level risks and issues (scope, schedule, cost, approvals, safety, environmental, partner alignment) by convening the right decision-makers and driving timely, documented decisions.
• Lead complex, high-stakes issue resolution with developers, regulators, and internal business units, using influence and negotiation to align positions to Council direction, public interest, and intermunicipal obligations.
• Provide decision support to senior administration by articulating options, impacts, and recommended paths forward; **escalate** material issues early with clear risk framing and mitigation strategies.
• Identify systemic issues and drive preventative actions (process changes, standards clarification, target interventions) to reduce recurring escalations and improve portfolio reliability.
• Set the portfolio operating model (governance forums, decision rights, escalation pathways, and performance reporting) to enable integrated, cross-corporate delivery and clear accountability across the City and partners.
• Influence corporate priorities by aligning capital planning, approvals readiness, construction sequencing, and municipal service readiness into an integrated roadmap that supports Council commitments and market delivery timelines.
• Drive process and service improvements across the development continuum by establishing standard work, metrics, and technology-enabled workflows that improve decision timeliness and client outcomes.
• Exercise delegated authority to negotiate and execute easements and agreements (as applicable) that protect City assets and enable delivery; ensure decisions are documented, auditable, and defensible.
• Maintain Responsible Member accountability under APEGA by ensuring appropriate engineering review, sign-off, records management, and quality controls are embedded in portfolio processes.
• Influence partner and industry outcomes by building coalitions with developers, consultants, and City business units' clarifying expectations, aligning incentives, and reinforcing City standards and timelines.
• Maintain senior-level relationships with provincial regulators/ministries to influence timely approvals and workable conditions; resolve cross-jurisdiction requirements and escalations that impact delivery sequencing.
• Co‑lead relationship management with the primary developer/landowner and Rocky View County; convene and co‑chair emerging issues forums and secure alignment on interfaces, responsibilities, and timing.
• Support senior administration and Council engagement by translating complex infrastructure/service-delivery issues into clear, defensible briefings that enable decisions and manage political and public sensitivities.

Qualifications

• Degree in Civil Engineering or related field.
• At least 10 years of progressively responsible experience leading complex, multi-jurisdiction and multi-partner portfolios in a public sector or comparably complex environment (including at least 3 years of formal people leadership and/or sustained leadership of cross-functional teams) obtained obtained after receiving your P. Eng. Designation and a current licensure as a Professional Engineer with the Association of Professional Engineers and Geoscientists of Alberta (APEGA) complete with practicing status OR licensure and practicing status by the first day of work.
• Deep knowledge of the City's end-to-end growth and infrastructure system and the ability to integrate governance, capital planning, approvals, delivery, commissioning, and operational readiness across multiple business units is required.
• Strong communication, leadership and risk assessment skills are required.
