Summary of Duties
Under the supervision of the Supervisor, Procurement Strategic Sourcing, performs complex procurement activities, including developing analytical tools, ensuring compliance with laws and regulations, and managing procurement of goods and services.
Key Responsibilities
- Prepare and execute procurement processes such as tenders, proposals, and contracts in accordance with City policies.
- Support departments with procurement planning, specification review, and contract formation.
- Administer purchase order systems, monitor awards, and ensure compliance.
- Manage large-scale procurement and vendor performance issues.
- Facilitate procurement of supplies, equipment, and services timely and in accordance with policies.
- Research market sources for cost-effective purchasing.
- Lead and chair commodity task groups, develop specifications, and conduct needs analysis.
- Train staff on procurement procedures and develop vendor performance criteria.
- Review and evaluate bids, negotiate with suppliers, and ensure process compliance.
- Represent procurement in meetings and communicate policies clearly.
- Develop operational procedures and standard contract clauses.
- Review purchase orders, develop ordering systems, and prepare correspondence.
- Assist with resolving procurement-related issues and ensure safety policies are followed.
Qualifications
- Bachelor’s degree or college diploma in business, public administration, or related field.
- Purchasing designation such as CPPB or CSCMP highly desirable.
- Experience in procurement, preferably in public sector.
- Must obtain professional purchasing designation within five years.
- Strong judgment, research skills, and ability to develop relationships.
- Proficiency in Microsoft Office and communication skills.
- Ability to work independently, ethically, and negotiate effectively.
