Summary of Duties

Reporting to the Supervisor, Procurement Strategic Sourcing, the Procurement Specialist performs complex professional work in procurement analysis, compliance, and operations for the City. Assists in developing analytical tools, monitors compliance, and ensures procurement of goods and services aligns with laws, bylaws, and regulations.

General Duties
  1. Prepares and executes complex procurement processes, including tenders, proposals, quotations, prequalifications, and contracts, following City’s Procurement By-law.
  2. Provides procurement planning, expertise, and guidance to client departments, including specifications, terms of reference, and contract formation.
  3. Shares knowledge of ethics, policies, procedures, and legislation, providing direction to staff across departments.
  4. Analyzes bid submissions comprehensively.
  5. Administers the purchase order system, ensuring compliance with policies and procedures.
  6. Manages large-scale procurement and contract processes.
  7. Addresses vendor performance issues and implements corrective actions.
  8. Facilitates timely procurement in accordance with policies and laws.
  9. Maintains integrity of the procurement process.
  10. Develops strategic procurement plans to maximize efficiency and cost-effectiveness.
  11. Researches market sources and vendors for competitive pricing.
  12. Organizes and chairs commodity task groups, develops specifications, and conducts needs analysis.
  13. Creates and provides training on procurement specifications and cost analysis.
  14. Develops vendor performance criteria, tracks performance, and reports.
  15. Prepares and evaluates proposals and tenders, recommending contract awards.
  16. Negotiates with suppliers and represents the Procurement Section at meetings.
  17. Communicates procurement policies to staff and interprets procedures.
  18. Chairs evaluation meetings, guides the process, and conducts debriefs.
  19. Ensures compliance during site meetings and reviews contract clauses.
  20. Continuously reviews and improves procurement policies and procedures.
  21. Prepares correspondence, reports, and presentations related to procurement.
  22. Responds to inquiries from stakeholders and maintains work priorities.
  23. Provides advice on requisition procedures and troubleshooting.
  24. Adheres to health and safety legislation and policies.
  25. Performs other related duties as assigned.
Qualifications
  • Bachelor’s degree or college diploma in public or business administration or related field.
  • Purchasing designation (e.g., CPPB, CSCMP) highly desirable; must obtain within five years.
  • Experience in public procurement preferred.
  • Ability to exercise initiative, judgment, and technical decision-making.
  • Knowledge of management, business administration, and procurement principles.
  • Research and documentation skills.
  • Effective relationships with departments, peers, and vendors.
  • Proficiency in Microsoft Office and related tools.
  • Excellent communication skills.
  • Ability to work independently, adapt procedures, and make decisions.
