Job description

Due to the nature of the services requested, some in-person work will be required. While the services can be primarily conducted remotely, the proposed Consultant should be available to meet with staff and other stakeholders at offices in Victoria, BC. With pre-approval, some travel to other offices may be required.

Description :

The Management Consultant Level requires the following skills and experience:

Management Consultants with this experience level are those who can demonstrate in their submitted examples that they have led multi-discipline teams in strategic or complex initiatives to improve organizational performance through analysis of existing business problems and development of future plans from conception to final implementation. They should have at least five years of experience working with senior executive management levels within a government body, such as Deputy Ministers, Assistant Deputy Ministers, Government Chief Information Officers, and Chief Technology Officers. They should have reported to an executive or senior manager, managed effective working relationships with managers up to and including executive level, and/or had individuals performing functions at a management or senior technical level reporting directly to them.

The Management Consultant at this experience level should possess the following skills:

• Leadership of teams in consensus building with members from across public sector organizations such as ministries, agencies, authorities, crown corporations, and other public entities as appropriate;
• Creating, identifying, and articulating strategic objectives;
• Translating objectives into business plans;
• Developing cross-organizational objectives;
• Documenting and formalizing agreements into memoranda of understanding or memoranda of agreement;
• Identifying and linking service outcomes of one or more organizations into an integrated service delivery model;
• Identifying and implementing organizational and functional design changes;
• Articulating and developing governance alternatives;
• Articulating, developing, and promoting service delivery models, including citizen-centric service delivery models;
• Facilitating planning for cultural change;
• Conducting investment portfolio analysis and providing executive decision consultation;
• Planning organizational transitions.

Additionally, proposers should demonstrate that the proposed Consultant(s) have experience in:

• Resource workload capacity evaluation and prioritization within a unionized environment;
• Developing and executing technology roadmaps;
• Managing relationships with various stakeholders during organizational change.
