Project Name: Data Governance Framework

Project Overview:

Develop a data governance program approach that aligns with collectively agreed-upon principles to ensure consistency of access, quality, privacy, and security of health data across the province.

Responsibilities:
  • Develop a draft provincial Data Governance Framework for review and feedback.
    • The Data Governance Framework should be provincial in scope yet applicable at both the Health Authority and Ministry levels and focus on the sharing of data between Health Authorities and the Ministry rather than the internal data management processes within each organization.
    • The Framework should be based on a set of shared principles, some of which have already been identified, and should include the roles, responsibilities, and accountabilities, and processes to facilitate the effective and efficient sharing of health sector data amongst all parties.
    • The Framework should be developed in such a way as to minimize the implementation impact within each organization while retaining the overall project intent.
    • The initial draft should be solid enough to allow each organization to understand how they will need to absorb it into their existing Data Governance program.
  • Develop an Implementation Plan for each organization describing how to embed this Data Governance Framework effectively and efficiently into their existing Data Governance structures.
  • Produce a final provincial Data Governance Framework after incorporating feedback from all parties.
    • The Implementation Plan should be included as an Appendix.
    • Feedback loops include key contacts within each Health Authority and the Ministry of Health.
    • The deliverable will be considered "final" once all Parties have signed or have agreed to sign the Framework.
  • Develop a PowerPoint deck describing the Framework and Implementation Plan, and the process that led to this final product.
    • The presentation should be designed for consumption by, and delivered to, the key contacts within the Health Authorities and Ministry.
  • Develop a Training Program focusing on educating employees about the data governance principles and practices included in the Framework.
    • The objective of this training will help build a data-driven culture and ensure that all employees understand their roles and responsibilities in managing data.
    • The consultant will not be required to deliver the training.
Exclusions:

The framework does not require definition or guidance on the following topics which are to be addressed by other sub-working groups:

  • Roles and responsibilities of a Chief Data Steward.
  • Indigenous data governance.
  • Information sharing plans and agreements.
Deliverables:
  • A draft of a provincial data governance framework for review and feedback.
  • A final provincial data governance framework after incorporating stakeholder feedback.
  • Presentation and training materials to present to relevant health authorities and Ministry stakeholders.
Minimum Requirements:
  • 7 years of recent experience in providing services of similar scope and complexity in the public sector demonstrating knowledge and understanding related to data and information governance.
  • Demonstrated knowledge of Canadian legislation, regulations, and policies relevant to the role.
  • Demonstrated knowledge of data systems and analytics.
  • Managing with diverse collaborators across the sector and leading teams in consensus building.
  • Creating working relationships within a complex policy environment.
