About the Role:

Reporting to the General Counsel and Associate Vice-President, Legal, Compliance & Privacy, the Investigations Manager provides a range of investigative services to the University. The position is responsible for, but not limited to, conducting internal investigations in matters involving complaints of sexual violence and human rights discrimination, various forms of harassment and systemic issues.

Working in collaboration with a broad range of offices including Human Rights and Equity, Student Affairs, People and Culture and Campus Safety, the Investigations Manager is also responsible for developing a roster of external investigators and overseeing external investigations in accordance with applicable University policies. In addition, the Investigations Manager will advise on and assists in the review and development of university policies and procedures related to investigations, sexual violence, and harassment and discrimination more broadly.

The Investigations Manager will:

  • Investigate complaints and reports submitted under the University’s Respectful Work and Learning Environment Policy and Sexual Violence Policy using a survivor-centric and trauma-informed approach;
  • Assess whether there is a reasonable basis on which to proceed with investigation and communicate determinations as appropriate;
  • Determine or make recommendations regarding whether an investigation, due to relevant considerations should be conducted by an external investigator and oversee all external investigations to ensure compliance with University policy;
  • For all internal investigations, develop an investigation plan, collect evidence, and adhere to established timelines, providing regular updates to parties and draft investigation reports setting out findings of fact and determination as to whether the policy has been breached;
  • For all Sexual Violence investigations, apply an intersectional feminist, anti-racist, and anti-oppressive framework to all aspects of the investigation;
  • In collaboration with internal partners, prepare for legal proceedings, write briefs, reports, and other materials and present evidence;
  • Conduct training for Brock employees appropriate to investigative responsibilities and applicable law/policy;
  • Maintain complete records of all investigation management activities and monitor the effectiveness of the internal investigation process;
  • Conduct research regarding best practices and legal requirements associated with investigation processes and develop and revise applicable policies and procedures.

Key Skills and Experience:

  • University degree in a related discipline, or an equivalent combination of education and experience;
  • Experience in conducting investigations within large, complex unionized organizations into human rights discrimination and harassment, sexual violence, and workplace harassment and bullying;
  • Strong knowledge base in the Ontario Human Rights Code, the Occupational Health and Safety Act, the Accessibility for Ontarians with Disabilities Act, the Ministry of Training, Colleges and Universities Act and related policies and guidelines;
  • In-depth knowledge of emerging human rights related issues including sexual violence, unconscious bias, cultural competency, systemic racism, and universal/inclusive design;
  • Demonstrated awareness and understanding of cultural competency, equity, diversity, inclusion, marginalization, power dynamics and their role in complaints resolution;
  • Knowledge and competency in conducting trauma-informed investigations and feminist, anti-racist and anti-oppressive approaches to human rights investigations;
  • Strong analytic skills to assess evidentiary relevance, admissibility, and weight;
  • Exceptional interviewing and communication skills (written and oral);
  • Ability to react quickly to changing situations, manage multiple priorities, meet tight timelines, and prioritize issues, carrying a substantial caseload;
  • Sensitivity to and awareness of diverse cultures, and skills to engage with multiple cultures or backgrounds;
  • Ability to build, foster and maintain effective working relationships;
  • Ability to remain independent, neutral, and impartial;
  • Sound problem-solving, analytical and evaluative skills and ability to exercise independent judgment;
  • Stay current on emerging research, best practices, and trends relating to sexual violence and human rights investigations.

Preferred or Asset Skills:

  • Experience working with survivors of sexual violence from a trauma-informed lens;
  • Experience within a post-secondary education setting; and
  • Training and/or education in law.

Salary and Total Rewards:

  • Job Grade N, Salary Scale ($80,569-$130,654);
  • Target Hiring Range: $80,569-$100,000;

This is a permanent position that includes:
