Source Code invites applications for an Int. Business Consultant to help modernize Alberta motor vehicle registries. The role focuses on gathering requirements, performing gap analyses, and collaborating with stakeholders to deliver efficient, compliant solutions.

The position is remote-first with evidence-based in-person meetings in Edmonton up to four times a year. A one-year contract is available, requiring Agile experience and the ability to work across ministries while maintaining security

Qualifications

Responsibilities

  • Facilitate requirements gathering sessions and process walkthroughs.
  • Identify goals and pain points through gap analysis on current and future state processes.
  • Create user stories, personas and journey maps, and document functional requirements.
  • Produce system use cases, flow diagrams and interactive mock-ups as needed.
  • Document results with SMEs and drive detailed business/functional requirement specs.
  • Support non-technical documentation and policy/manual recommendations.
  • Assist with change management, training, and post-implementation reviews.
  • Coordinate with security and privacy teams for risk assessments.

The Registries Modernization team is taking an agile approach to implementing modernized, innovative, human-centric and sustainable solutions for delivering registry services to Albertans. For the Motor Vehicles registry, this includes a complete replacement of the legacy applications that delivery motor vehicle services with an established codebase that will serve as the foundation of the new system. Our team is looking for a Business Consultant who is process oriented and experienced in gathering requirements, performing gap analysis, and working with stakeholders to deliver solutions that meet business needs and drive operational efficiency.Responsibilities will include:

  • Facilitate requirements gathering sessions and conduct process walkthroughs:
    - Identify goals and pain points through gap analysis on current state and future state business processes.
    - Create, review and update user stories, personas and journey maps, as applicable.
    - Create system use cases, flow diagrams and interactive mock-ups outlining functional requirements, as required.
    - Document and validate results with subject matter experts and drive the creation of detailed business and functional requirements specification documents.
  • Support development of necessary system (non-technical) documentation as well as make recommendations for policy and/or procedural manuals.
  • Support change management and training to ensure delivery of complex program changes.
  • Conduct post implementation reviews, assessing opportunities for backlog refinement and for continuous improvement.
  • Liaise with security and privacy teams to complete security threat risk assessments and privacy impact assessments as required.
  • Assist with project planning, scheduling and status reporting as required.

To be successful in this role, the Contingent Resource should have:

  • Demonstrated experience providing business analysis/consulting services in a motor vehicle registries modernization project.
  • Demonstrated experience conducting a gap analysis between legacy systems and modern solutions.
  • An understanding of Motor Vehicles services in Alberta.
  • an understanding of Agile framework (SCRUM) through demonstrated experience.
  • a results driven mindset and able to function independently, while engaging with other stakeholders and team members as required to deliver outcomes.
  • a thorough understanding and experience using an Agile/Hybrid approach. Experience with tools such as JIRA is preferred.
  • knowledge of and the ability to apply and interpret complex legislations/regulations, policies, and standards.
Must-Have's:
  • Experience documenting user requirements, business processes, and workflows -5 years
  • Experience gathering requirements using interviews, document analysis, requirements workshops, surveys, site visits, business process descriptions, use cases or scenarios, business analysis, and business process modelling -5 years
  • Experience in a leadership and/or facilitation role -3 years
  • Experience working within a motor vehicle registries modernization project -1 year
  • Experience working within an agile development environment -3 years
Nice-to-Have's:
  • Active professional certification or accreditation in a related discipline from a recognized issuing body
  • Knowledge of various software development methodologies (i.e. agile, waterfall, scrum, Kanban, etc.)
  • Experience evaluating policies, programs, and initiatives using program development principles -3 years
  • Experience in gathering requirements from a diverse group of stakeholders across ministries or departments -3 years
  • Experience using analytical and problem-solving skills to plan and design creative solutions -3 years
