Job summary

Comtech Group Inc. in Toronto is seeking an experienced Senior Cost Analyst to join our Infrastructure & Capital Projects team.

You will develop and control project cost data, analyze expenses, and prepare integrated cost reporting across multi-contract programs to support decision making. The role requires at least eight years of related experience, a degree in business or accounting, and professional certification pursuit (AACE or PMI).

Qualifications

• Minimum of 8 years of related experience.
• Diploma or Bachelor’s degree in Business Administration, Accounting, Economics, or a related discipline.
• Licenses OR Certifications: Registered for and seeking AACE CCP, CEP, PSP, PRMP, EVP, or PMI equivalent.
• Has completed equivalent training or successfully passed designated proficiency testing in lieu of the above.

Responsibilities

• Develop, analyze, and communicate expenses and cost transactions to ensure accurate recording and proper contract assignment.
• Provide detailed financial analysis and reports of expenses, including cost breakdowns and forecasts.
• Support Integrated Cost Reporting across projects and align cost structures with work and risk breakdowns.
• Guide and mentor junior staff in cost analysis and monitoring tasks.
• Lead cost analyses, controls, and reconciliation for assigned projects.

• Responsible for developing, analyzing, and communicating expenses and cost transactions, data to ensure that transaction are recorded accurately and assigned to the appropriate control account and contracts
• Provides detailed financial analysis and reports of expenses, includes breakdowns of project costs, forecasts of remaining cost, and opportunities to increase efficiency
• Support the development of Integrated Cost Reporting across the Project
• Work across the functions to align the cost breakdown structure to the work and risk break down structures
• Support the preparation for, and execution of QCRA across multiple contracts and the integrated Project position
• Using the cost data and intelligence to engage across the Contracting Authority to underpin Project decision making
• Support the Contract Administration Team in the cost/invoice reconciliation process
• Manage the creation of cashflows and Project Estimate at Completion determinations to support capital spend forecasts
• Provide cost intelligence, including knowledge and data from industry, to support the development of scenarios that can drive down the Indirect Costs that the Project is subject to
• Provide cost impact analysis for all impacting proposed changes and presenting scenarios and options that best protect Contracting Authority’s position
• Establish and provide analysis for Earned Value as required
• Conducts market research as needed to recommend changes to pricing or business models
• Prepares periodic cost reconciliation reports tracking data such as changing labor and supply costs
• Capture lessons learnt from the Project and make these available across the Program
• Oversee cost analysis, controls, and reconciliation for the assigned projects
• Monitor contractual reliabilities and be responsible for the design and maintenance of project control databases, spreadsheets, and other control systems to support these functions
• Review reports and supporting documentation for project approvals and contract awards
• Prepare monthly accruals related to project-related contracts
• Establish and provide analysis for Earned Value as required
• Guide, train, and mentor junior staff in their cost analysis and monitoring tasks
• Lead and implement procedural updates and corporate initiatives related to costing

BONUS POINTS IF YOU HAVE:

• Thorough knowledge of Contract Administration principles, methods, procedures, and practices, as well as project management methods and practices
• In-depth understanding of Business Administration concepts with emphasis on scheduling principles combined with a good knowledge of budget and cost control concepts
• Excellent competency in MRP systems including MAXIMO and EcoSys, WorkDay, is considered an asset
• Demonstrated experience with systems including extensive relational database design concepts and spreadsheets to correlate operational and financial data (Sr Level)
• Tailor technical information for different audiences through presentations, reports, and other means independently
• Must foster relationships with various stakeholders
• Tact to perceive and ameliorate conflict and tension
• Ability to arrange priorities and elevate competing risks to meet deadlines with minimum input from leadership
