Job summary

Comtech Group Inc. (part of Accenture) seeks an Infrastructure & Capital Projects – Intermediate Project Cost Control Consultant to lead cost control on large capital projects. The role blends budgeting, forecasting, and cost analytics with MS Office and ERP systems to support project controls from planning through execution.

The position offers hybrid work in Vancouver with one remote day per week, and a base salary aligned to market in Toronto with a comprehensive compensation package.

Qualifications

  • Minimum of 5 years of related experience on large capital projects.
  • Degree or diploma in Business Administration, Accounting, Economics, or related discipline.
  • Registration or pursuit of AACE/PMI certifications or equivalent training.

Responsibilities

  • Provide cost control services including budget management, cost tracking, commitment management, accrual management, forecasting, cash flow management, change management support, cost reporting, cost assurance, and cost performance analysis.
  • Provide cost control resources and SME at junior, intermediate, senior, lead, and advisory levels to support invoice review, commitment management, payment processing, accruals, forecasting, cash flow management, financial analysis, reporting, and cost assurance activities.
  • Provide quantity surveying services including quantity verification, field quantity validation, quantity reconciliation, progress measurement support, productivity assessments, invoice review support, and cost-based evaluations.
  • Responsible for the creation of cashflows and Estimated Final Costs for large capital projects.
  • Participate in various contract phases including development of terms, negotiations, and warranty administration.
  • Report on progress and contract status.
  • Ensure schedules for acquisition projects are prepared, monitored, and maintained.
  • Provide project control support for all aspects of the Capital and Operating budget preparation.
  • Monitor cost analysis, controls, and reconciliation for the assigned projects.
  • Review contractual reliabilities and maintain project control databases, spreadsheets, and other control systems.
  • Develop and manage required reports and supporting documentation for project approvals and contract awards.
  • Complete tasks assigned by the Senior Cost Analyst or higher.

  • (Internal Title: Intermediate Cost Analyst)
    • Provide cost control services including budget management, cost tracking,commitment management, accrual management, forecasting, cash flowmanagement, change management support, cost reporting, cost assurance, and costperformance analysis.

    • Provide quantity surveying services and subject matter expertise including quantityverification, field quantity validation, quantity reconciliation, progress measurementsupport, productivity assessments, invoice review support, commercial evaluations,change order assessments, and quantity-based performance analysis.
    • Responsible for the creation of cashflows and “Estimated Final Costs” for large capital projects
    • Participate in the various phases of the contracts including the development of terms and conditions, negotiations, and warranty administration
    • Report on the progress and contract status
    • Ensure schedules for acquisition projects are prepared, monitored, and maintained
    • Provide project control support for all aspects of the Capital and Operating budget preparation
    • Monitor cost analysis, controls, and reconciliation for the assigned projects

  • Working Conditions
    • Hybrid(Vancouver 4 days/week, Remote 1 day/week)

HERE’S WHAT YOU’LL NEED:

  • Minimum of 5years of related experience on large capital projects
  • College Diploma or Bachelor’s degree in Business Administration, Accounting, Economics, or related discipline, or the equivalent
  • Registered for and seeking AACE CCP, CEP, PSP, PRMP, EVP, or PMI equivalent
  • Has completed equivalent training or successfully passed designated proficiency testing in lieu of the above

BONUS POINTS IF YOU HAVE:

  • Extensive experience with the operating and capital program budget process and related approval
  • Thorough knowledge of contract administration principles, methods, procedures, and practices, as well as project management methods and practices
  • In-depth understanding of business administration concepts with emphasis on accounting and scheduling principles combined with a good knowledge of budget and cost control concepts
  • Expertise in MRP systems including MAXIMO and SAP is considered an asset
  • Proficient in systems with extensive relational database design concepts and spreadsheets to correlate operational and financial data
  • Ability to maintain effective working relationships with internal and external contacts
  • Independently tailor technical information for different audiences through presentations, reports, and other means
  • Must foster positive relationships with various stakeholders
  • Tact to perceive and ameliorate conflict and tension
  • Advanced skills in Microsoft Office (Word, Excel and PowerPoint)
  • Demonstrated ability to negotiate favorable terms under contracts
  • Ability to arrange priorities and elevate competing risks to meet deadlines with minimum input from leadership
  • Keen eye for detail and adept problem-solving abilities
  • Must have demonstrated experience relaying and receiving information (written and verbal) in a demanding multidisciplinary project environment
