Qualifications

  • Bachelor’s degree in relevant field of Construction, Engineering, Project Management, Business Administration, Finance, Logistics or Supply Management.
  • Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, Procurement Management, or Project Management including PMP, PEO, CPCM, CIPS, CSCP, CPSM, or equivalent.

  • Validate contractor quantities, labour hours, performance, and productivity against field records.
  • Verify quantities against drawings, specifications, schedules and supporting docs.

THE WORK:

  • (Internal Title: Contract Administrator and Procurement IV)
    • The Quantity Surveyor will provide independent, field-informed validation of construction quantities, labour hours, contractor-reported physical progress, productivity, and site claims. The role will support invoice reviews, change management, forecasting, construction reporting, and overall commercial governance.
    • Validate contractor-reported construction quantities, labour hours, physical progress, and productivity against field conditions and project records.
    • Perform quantity take-offs and verify completed work against drawings, specifications, schedules, and supporting documentation.
    • Support contractor invoice and payment application reviews by validating quantities, rates, hours, and percentage completion.
    • Review contractor claims, changes, and variations to validate quantities, costs, labour, equipment, and supporting records.
    • Analyze planned versus actual quantities, labour hours, progress, and productivity to identify trends, discrepancies, and emerging risks.
    • Provide field-informed inputs to construction reporting, cost forecasting, progress measurement, and commercial decision-making.
    • Maintain accurate and auditable records supporting quantity verification, payment reviews, changes, and claims.
    • Work closely with Construction, Project Controls, Commercial, Engineering, and Contract Management teams.
    • Participate in site walks, progress reviews, commercial meetings, and contractor discussions as required.
    • Ensure all activities are completed in accordance with project requirements and health and safety standards.
  • Working Conditions
    • Hybrid (Vancouver office 4 days/week, Remote 1 day/week)

HERE’S WHAT YOU’LL NEED:
  • Experience
    • Minimum of 12 years of experience in Commercial, Claims, or Procurement Management
    • 7+ years of relevant Quantity Surveying, cost management, commercial, or construction experience.
    • Experience supporting major infrastructure, transit, rail, civil construction, or other large capital projects is preferred.
    • Strong experience with quantity take-offs, progress measurement, invoice/payment review, and construction cost analysis.
    • Ability to interpret civil, structural, architectural, mechanical, and electrical drawings.
    • Experience validating contractor quantities, labour hours, progress, productivity, changes, and claims.
    • Strong understanding of construction methods, commercial management, cost control, and contract administration.
  • Education
    • Bachelor’s degree in relevant field of Construction, Engineering, Project Management, Business Administration, Finance, Logistics or Supply Management
  • Licenses OR Certifications
    • Holding recognized certification in specified fields of Engineering, Contracts Management, Program Management, Procurement Management, or Project Management including PMP (Project Management Professional), Professional Engineers of Ontario (PEO), Certified Professional Contracts Manager (CPCM), Chartered Institute of Purchasing and Supply (CIPS), Certified Supply Chain Professional (CSCP), Certificate Professional in Supply Chain Management (CPSM), or equivalent
  • Skills and Competencies
    • Strong understanding of prevailing Project Management methods
    • In-depth knowledge of tools and metrics needed to evaluate project performance
    • Proficient in Project Management software
    • Proven capacity to anticipate, identify, and minimize risks
    • Expert ability to detect, capitalize on, and be sensitive to others' strengths

    • Extensive experience in effectively leading mid-sized multi-discipline contracts teams
    • Advanced skills in Microsoft Office
    • Must maintain professional development to keep abreast of emerging technologies, methods, and best practices
    • Tailor technical information for different audiences through presentations, reports, and other means independently
    • Skilled in the negotiation of favorable terms under contracts
    • Must foster relationships with various stakeholders
