The newly established pan-Canadian Integrated Youth Services (IYS) Collaboration Centre has been created to support development, implementation and evaluation of IYS practices, services, and research across Canada. There are emerging or established IYS networks in every province and territory in Canada, with close connections to the ACCESS Open Minds Indigenous Youth Mental Health and Wellness Network. IYS networks deliver mental health, substance use health, primary care, education, employment, housing and other health, social and community services to youth aged 12 to 25 years. The IYS model is also characterized by its commitments to equity, engagement, measurement and continuous learning. IYS youth hubs are in more than 100 communities across Canada and in Ontario, are operated by Youth Wellness Hubs Ontario.

Position Description

The pan-Canadian Integrated Youth Services Collaboration Centre (IYS-CC) hosted by CAMH is seeking a First Nation, Inuit, and/or Métis applicant for a full-time, contract position in the role of Implementation Specialist (Indigenous Partnership Specialist). This position can be based anywhere in Canada. This position will report to the IYS-CC Program Manager. The Indigenous Partnership Specialist will play a key role in supporting deliverables of the IYS-CC to support IYS networks throughout Canada to partner effectively with First Nations, Inuit and Métis in IYS implementation, measurement, research and data utilization. This work will be carried out in collaboration with a diverse team of collaboration and implementation specialists, and IYS leaders, including youth, service providers, researchers, health equity specialists, and other partners and advisors.

The successful candidate will work collaboratively across teams and networks to bring specific capacities and expertise in the areas of the Indigenous culture, health, and community and health services, principles and practices of Indigenous engagement, and Indigenous ways of knowing and research. Demonstrated knowledge of First Nations, Inuit and Métis communities, cultures, perspectives and health service providers is required. Demonstrated capacity for effective change management, stakeholder engagement and coaching are also required. The successful candidate will have a strong background in anti-oppressive and anti-racist practice, excellent knowledge of equity frameworks and tools, and significant experience supporting others to identify, prioritize, and develop actions that advance meaningful and sustained change and equitable outcomes. The Indigenous Partnership Specialist supports the active involvement of Indigenous communities and service providers in all aspects IYS-CC implementation, providing tailored and contextualized support at a network and learning health system level.

Responsibilities Will Include, But Are Not Limited To
  • Applying and integrating diverse approaches to change such as Indigenous approaches to community support, Implementation Science, including Indigenous Implementation Science frameworks, Quality Improvement and service/system design to support system partners to adopt new practices;
  • Engaging and fostering collaborative relationships with partners to develop a shared understanding and vision;
  • Providing expertise and advice related to principles and practices of Indigenous engagement;
  • Providing expertise and advice related to First Nations, Inuit and Métis communities, cultures, perspectives and health service providers;
  • Providing expertise and advice related to decolonizing practices, equity, anti-racism, and anti-oppression to strengthen internal IYS-CC practices, as well as outward facing activities;
  • Developing an understanding of local First Nations, Inuit and Métis communities, cultures, perspectives and health services in order to provide contextualized supports;
  • Developing an understanding of the local mental health and substance use systems in order to support contextualized supports;
  • Understanding and reviewing trends and monitoring and evaluation data to identify gaps and opportunities to strengthen implementation activities and equitable outcomes;
  • Assisting partners (internal and external) with building Indigenous partnerships through facilitation, coaching, problem solving, focused capacity building, consensus building, decision making and conflict resolution;
  • Developing support processes, resources and tools based on Indigenous knowledge and practices, and other evidence informed implementation approaches; and
  • Building and supporting the capacity of organizations/agency to support sustainable and effective change.

Job Requirements

This position requires the incumbent to be First Nations, Inuit or Métis. Bachelor’s degree required (in Social Work, Indigenous studies, public health, psychology or equivalent and relevant experience. Successful candidate will have at least three (3) years’ experience in the field of Indigenous health promotion/prevention, Indigenous community health and/or mental health and substance use services or other related Indigenous health services.

  • Expertise in health or mental health program planning and implementation with a variety of organizations/agencies, with experience in the Indigenous health and/or mental health and/or substance use sector.
  • Thorough understanding of principles and practices of Indigenous engagement is required.
  • Demonstrated knowledge of First Nations, Inuit and Métis communities, cultures, perspectives and health service providers
  • Demonstrated knowledge of OCAP, CARE Principles and EGAP data governance frameworks
  • Demonstrated commitment to principles of equity, inclusivity, respect and social justice.
  • Demonstrated ability to work in collaboration with diverse stakeholders of diverse backgrounds
  • Experience applying and integrating diverse approaches to change such as Indigenous approaches to community support, Implementation Science, including Indigenous Implementation Science frameworks, Quality Improvement and service/system design to support system partners to adopt new practices
  • Demonstrated ability to provide guidance and leadership to collaborative partnerships and experience facilitating or contributing to program planning.
  • Demonstrated ability to coach partners and colleagues using strength-based problem solving, active listening, motivational interviewing, modeling and other coaching strategies.
  • Experience in assisting organizations/agencies with system change initiatives through facilitation, problem solving, decision-making and conflict resolution.
  • Excellent organizational, planning and time management skills, with the ability to multi-task, produce and coordinate projects to tight deadlines.
  • Expertise in Indigenous health, ways of knowing, research approaches, and governance frameworks
  • Expertise in decolonizing approaches to health care delivery as well as health equity and a proven track record of engaging others in open, meaningful and productive dialogue about colonization and reconciliation, equity, racism, and oppression.
  • Demonstrated ability to collaborate and work on a team, as well as function independently with minimal supervision.
  • Demonstrated ability and commitment to supporting the engagement of young people and family members with lived experience in planning and implementation activities, preferably within a mental health/substance use context.
  • Demonstrated strong interpersonal, communication (oral/written), community engagement, and creative problem-solving abilities are required.
Other Skills
  • Ability to speak an Indigenous language and/or French/English bilingualism is considered an asset
  • Travel throughout Canada may be required.
