The pan-Canadian Pharmaceutical Alliance (pCPA) brings together provincial, territorial, and federal governments to increase and manage access to clinically relevant and cost-effective medicines. Through collective negotiations, the pCPA has achieved overall savings (as of April 1, 2024) of $3.72 billion annually for brand name drugs and $914 million annually for generic drugs, totaling $4.63 billion annually. The pCPA offers a 100% remote (within Canada) work environment.

About the role

The Human Resources Generalist provides knowledge and support to the Executive Director of Corporate Services and the Manager of Human Resources and Office Administration regarding various human resources and office management functions at the pCPA, ensuring efficiency and safety while fostering a collaborative work environment.

As the pCPA works to improve its inclusive engagement efforts, the HR Generalist will play a crucial role in representing its pan-Canadian identity by supporting staff in both official languages. Their expertise in human resources and bilingual proficiency is essential for effectively assisting all employees nationwide.

The Human Resources Generalist holds a degree in Human Resources or Business Administration and has at least 5 years of experience in human resources and office management. This role requires a thorough understanding of multi-jurisdictional employment and language regulations and the ability to apply these regulatory frameworks effectively.

The ideal candidate has exceptional written and verbal communication skills in both English and French. Additionally, they have excellent time management and problem-solving skills, a strong passion for engagement, and a commitment to building an effective and dynamic organizational culture.

Specific deliverables and authorities

Human Resources Support (Multiple Jurisdictions)

  • Provides human resources advice and support to management ensuring compliance with multi-jurisdictional employment law requirements across local, provincial, and federal laws.
  • Monitors and implements updates related to official languages law in all jurisdictions.
  • Assists in salary budget preparations and analysis.
  • Assists with HR policies development and implementation.
  • Develops HR objectives, metrics, queries, and reports for organizational needs.
  • Provides HR advisory services to employees and managers on health, conduct, grievances, organizational changes, and employee relations.
  • Supports and guides employees in their preferred official language and collaborates with management to resolve language-related concerns.
  • Conducts investigations into employee complaints, prepares reports, and recommends actions.
  • Conducts exit interviews and provides insights for organizational improvement.
  • Supports HR programs such as performance management, training, and employee engagement.
  • Assists with recruitment, onboarding, training, and performance management in both official languages.
  • Prepares offer, disciplinary, and termination letters.
  • Maintains accurate employee records, HRIS data, and related documents.
  • Reviews employee time entries for compliance with agreements and policies.
  • Prepares HR-related documents and communications in English and French.

Operations Management Support

  • Assists with equipment, supplies, and software management for office and IT needs.
  • Develops and maintains policies for office and IT equipment, including maintenance and disaster planning.
  • Ensures SharePoint systems meet functional and security requirements, supporting records management and compliance.

General

  • Ensures data accuracy and updates in electronic systems.
  • Identifies process improvement opportunities and presents solutions.
  • Maintains awareness of environmental trends relevant to responsibilities and reports findings.
  • Provides support to other departments and participates in cross-departmental projects.
  • Prepares precise HR documents and communications in both English and French to meet organizational and regulatory standards.

Accountability

  • Reports to the Manager, HR and Office Administration.
  • Acts as backup for payroll, benefits, and pension administration.

Qualifications

Education and Experience

  • Degree in Human Resources, Business Administration, or equivalent experience.
  • Minimum of 5 years’ experience as an HR Generalist or similar role.

Specialized Knowledge

  • Deep understanding of multi-jurisdictional employment laws, including Labour Relations Act, Employment Standards Act, payroll, and language legislation.
  • Knowledge of office management, Microsoft Office, SharePoint, HRIS, and applicant tracking systems (asset).

Employment Terms

  • Salary range: $75,400 - $88,700, based on experience and qualifications.
  • Comprehensive benefits from day one.
  • Legally eligible to work in Canada; remote work within Canada permitted.
