Job summary

AtkinsRéalis seeks an experienced Health, Safety and Environment (HSE) Manager for a major energy infrastructure project in the Bécancour region. The role offers autonomous leadership, authority to stop work for safety, and collaboration with workers, contractors and clients in a hybrid work setting.

You will advise leaders, shape HSE strategy, and build a strong prevention culture across planning, design, and execution stages.

Qualifications

  • DEC or university degree in Health and Safety, Environmental Studies, Engineering, or related field.
  • Minimum of 10 years HSE experience on large-scale construction or industrial projects.
  • Knowledge of Safety Code for the Construction Industry and AOHS (Quebec).
  • Experience managing contractors and coordinating multiple stakeholders.
  • Ability to influence, mobilize, and foster a prevention-driven culture.
  • Excellent communication, leadership and problem-solving skills.
  • Bilingual in French and English; collaboration with Canadian/global leadership.

Responsibilities

  • Provide visible leadership in the field and promote a prevention culture based on engagement, accountability, and continuous improvement.
  • Advise leadership on strategic decisions impacting health, safety, and environmental performance.
  • Develop and maintain trusted relationships with client, regulatory authorities, contractors and stakeholders.
  • Ensure HSE requirements are integrated into planning, design, and execution phases.
  • Define the project's prevention program, objectives, priorities, and action plans.
  • Have authority to stop work when unacceptable risk is present.
  • Participate in selection, evaluation, and HSE performance management of contractors.
  • Monitor regulatory developments and ensure compliance with legal/regulatory/contractual requirements.
  • Promote sharing of lessons learned and continuous improvement initiatives.
  • Develop and manage the HSE budget and resources for project execution.
  • Represent the organization during external audits, inspections, and client meetings.
  • Lead HSE communications with clients, contractors and authorities.
  • Support continuous improvement of HSE practices via digital tools, data analytics, and AI.

Overview

We are seeking a Health, Safety and Environment (HSE) Manager to contribute to the delivery of a major energy infrastructure project in the Bécancour region. Reporting to the Regional Director, you will play a strategic role within the project by influencing operational and management decisions to ensure the highest standards of health and safety performance are achieved. You will enjoy a high degree of autonomy in carrying out your responsibilities and will have the authority to make decisions that directly impact the project's HSE performance. You will also have the opportunity to build, engage, and develop a committed team capable of positively influencing all site activities. Beyond technical expertise, we are looking for a collaborative leader recognized for strong interpersonal skills, participative leadership, and the ability to build trusted relationships with workers, contractors, clients, and project partners. Through your credibility, collaborative approach, and ability to influence without direct authority, you will help foster a culture where health and safety are fully integrated into project success while serving as a trusted advisor to decision-makers.

Your Role

  • Define the project's prevention program, objectives, priorities, and HSE action plans, and ensure their implementation across project teams.
  • Exercise the necessary authority to stop work when a situation presents an unacceptable risk to health, safety, or the environment.
  • Participate in the selection, evaluation, and HSE performance management of contractors and subcontractors.
  • Monitor regulatory developments and ensure compliance with all applicable legal, regulatory, and contractual requirements.
  • Promote the sharing of lessons learned, best practices, and continuous improvement initiatives across the project and organization.
  • Develop and manage the HSE budget and resources required for successful project execution.
  • Represent the organization during external audits, regulatory inspections, and client meetings.
  • Actively participate in management reviews and present HSE issues, risks, and project performance metrics.
  • Lead HSE communications with clients, contractors, and regulatory authorities as required.
  • Promote a strong prevention culture where proactive risk management is an integral part of day-to-day operations.
  • Support continuous improvement of HSE practices through the use of digital tools, data analytics, and emerging technologies.
About You
  • College diploma (DEC) or university degree in Health and Safety, Environmental Studies, Engineering, or a related field.
  • Minimum of 10 years of HSE experience on large-scale construction or industrial projects.
  • Strong knowledge of applicable legislation, including the Safety Code for the Construction Industry and Quebec's Act Respecting Occupational Health and Safety (AOHS).
  • Experience developing prevention programs and managing critical risks.
  • Experience managing contractors and coordinating multiple stakeholders.
  • Demonstrated ability to influence, mobilize, and foster a prevention-driven culture.
  • Excellent communication, leadership, and problem-solving skills.
  • Bilingual in French and English.
  • Member of the Canadian or Global Leadership Team: This position requires knowledge of a language other than French, namely English, as it involves collaboration with members of the Canadian or global leadership team located outside Québec.
Assets
  • ASP Construction certification.
  • CRSP, CRST, NCSO, or equivalent certification.
  • Experience on major infrastructure, energy, transportation, or industrial projects.
  • Knowledge of high-energy hazards, including: Electrical work, Excavation, Lifting and hoisting operations, Confined spaces, Lockout/tagout, Working at heights, Heavy vehicle traffic, Other critical-risk activities
  • Experience managing HSE teams or Health and Safety Coordinators.
  • Knowledge of digital HSE management tools and artificial intelligence technologies applied to prevention and risk management.
