Gexel Telecom International Inc. is seeking a Senior Health, Safety and Environment (HSE) Advisor who will lead risk prevention, regulatory compliance, and continuous HSE improvement across operations.

This role reports to the HSE Manager and partners with site teams to embed a sustainable HSE culture. You will coordinate investigations, manage CNESST files where applicable, maintain dashboards, and support training programs while traveling to assess sites.

Qualifications

  • Bachelor’s or certificate in Occupational Health and Safety or related field.
  • 10 years of experience in health, safety, and environmental management.
  • Experience in an industrial, manufacturing, or multi-site environment.
  • Excellent knowledge of occupational health and safety legislation.
  • Knowledge of ISO 14001 and ISO 45001 standards (asset).

Job description

We are seeking a passionate Senior Health, Safety and Environment (HSE) Advisor who is committed to risk prevention, continuous improvement, and fostering a strong and sustainable HSE culture.

The person in this role reports to the HSE Manager and acts as a subject matter expert and advisor to managers and operational teams to support the implementation of HSE programs and practices. They contribute to proactive risk management, regulatory compliance, and the deployment of the HSE culture across operations.

HSE Leadership
  • Serve as a technical reference and strategic advisor in health, safety, and environmental matters.
  • Communicate, implement, and promote the organization's HSE policies, programs, and procedures.
  • Support managers in integrating HSE requirements into operations.
  • Act as the HSE resource person for field teams.
  • Actively participate in the development and continuous improvement of HSE programs.
  • Facilitate and support Health and Safety Committees and collaborate on their initiatives.
Risk Management and Prevention
  • Identify, assess, and prioritize HSE risks.
  • Advise and support teams in resolving HSE-related issues.
  • Conduct site and construction site visits, audits, and job hazard analyses.
  • Ensure follow-up on action plans resulting from audits, inspections, and investigations.
  • Identify opportunities for continuous improvement of HSE processes.
Incident Management
  • Lead or coordinate incident investigations and analyses.
  • Determine root causes and support the implementation of corrective actions.
  • Compile data from accident, incident, and near-miss reports and monitor performance indicators.
  • Participate in the management and follow-up of CNESST files.
Legal and Regulatory Compliance
  • Ensure compliance with applicable HSE laws, regulations, and requirements.
  • Support external stakeholders (CNESST, mutual prevention associations, partners) during visits, inspections, and audits.
  • Participate in regulatory monitoring and the dissemination of relevant information.
Training, Awareness and Support
  • Contribute to the delivery of training and awareness activities (safety talks, mandatory training, prevention campaigns).
  • Develop communication and training materials.
HSE Performance Monitoring and Continuous Improvement
  • Recommend improvements to HSE practices, tools, and processes.
  • Maintain HSE databases, indicators, and dashboards.
  • Participate in cross-functional HR projects.
  • Facilitate communication among stakeholders.
REQUIREMENTS
  • Certificate or Bachelor's degree in Occupational Health and Safety, Environmental Studies, Engineering, Industrial Relations, or an equivalent combination of education and relevant experience in the field.
  • 10 years of experience in health, safety, and environmental management.
  • Experience in an industrial, manufacturing, or multi-site environment.
  • Excellent knowledge of occupational health and safety legislation.
  • Advanced proficiency with Microsoft Office applications.
  • Must be able to travel occasionally.
  • Excellent verbal and written communication skills.
  • Knowledge of ISO 14001 and ISO 45001 standards (asset).
  • Experience in the construction industry (asset).
  • Bilingualism in French and English (asset).
  • Strong analytical and problem-solving skills.
