Job Description:

HSE Director

Parsons is seeking a highly skilled HSE Director to join our team. In this pivotal role, you will oversee the successful execution of a multibillion-dollar construction project in Riyadh, Saudi Arabia. Your responsibilities include acting as the focal point for all occupational safety, health, and environment issues throughout the construction project, and managing the performance of the department staff to align with project objectives.

Reporting directly to the Project Director, you will regularly interact with senior management from both Parsons and our client to address HSE construction-related matters. You will also supervise department staff and support functions to ensure compliance with departmental requirements and project goals.

What You'll Be Doing:
  1. Supervise and monitor employees and contractors on site to ensure adherence to Parsons and Client HSE requirements and approved safety plans.
  2. Support the review of Contractor method statements and risk assessments, as delegated, prior to work activities commencing.
  3. Support the implementation of project Health, Safety, and Environmental strategies and initiatives across the project.
  4. Support and, if required, lead visits and inspections by the Client or Senior Leadership Teams. Conduct HSE assurance activities, including daily inspections, document reviews, vehicle checks, and use of Veri-fi system.
  5. Conduct weekly contractor safety walkthroughs, audits, and compliance inspections (weekly/monthly).
  6. Assist in the preparation of daily, weekly, and monthly HSE reports and statistics for the project. Attend and chair HSE meetings if required.
  7. Conduct or support HSE awareness training for Parsons employees and contractors. Carry out incident investigations and review observations, near misses, injuries, damages, and overall HSE performance.
  8. Liaise professionally with client representatives on all HSE matters. Maintain knowledge of the project site, key personnel, and upcoming activities.
  9. Lead HSE initiatives and campaigns to promote continual improvement. Lead by example with safe personal behavior and represent the organization on and off-site for HSE matters.
What Required Skills You'll Bring:
  • Bachelor's Degree in Engineering or a related technical/business field.
  • 20+ years of related work experience.
  • NEBOSH IGC or equivalent certification.
  • Professional memberships (e.g., IOSH, IIRSM).
  • Experience with large-scale residential, commercial, and infrastructure construction, including major civil works such as site development, roads, and underground works.
  • Experience with government or municipal projects, coordinating with public agencies, etc.
  • Familiarity with construction diagrams and designs.
