Job summary

City of Toronto's Housing Secretariat seeks a Policy Development Officer to support the Choice Based Housing Modernization Project. Reporting to the Manager Tenant Access and Support, you will lead policy development and stakeholder consultations, and prepare policy reports.

The role requires strong policy analysis, project coordination, and experience with housing programs, funding relationships and collaboration with community partners.

Qualifications

  • Post-secondary education in public administration, public policy, business administration, social science or equivalent.
  • Extensive experience with housing-related policy and legislation via policy analysis, planning and development.
  • Strong project management skills and ability to meet deadlines.
  • Experience with stakeholder engagement and managing internal/external stakeholders.
  • Understanding of funding relationships across federal/provincial/municipal levels.
  • Knowledge of housing policies and programs.
  • Experience with Indigenous communities and awareness of cultural considerations.
  • Excellent strategic, analytical and communication skills.
  • Ability to lead teams independently.
  • Familiarity with OH&S legislation.

Responsibilities

  • Lead policy development, analysis and program development processes by identifying, formulating and recommending new policy and policy amendments, preparing and supporting the delivery of detailed implementation plans.
  • Foster relationships with managers, community organizations and government partners.
  • Engage stakeholders and planning groups in system and service analysis.
  • Conduct program reviews and develop performance monitoring systems.
  • Evaluate policies using research and analytical tools.
  • Lead ongoing research on housing trends for senior management.
  • Prepare committee and council reports and briefing notes on policy options.
  • Support the effective administration of programs by drafting directives and communications to service providers.
  • Maintain awareness of social, economic and political issues and trends for policy development.
