Job summary

Build Nova Scotia is seeking a Project Officer to join the Project Delivery team supporting the Halifax Infirmary Expansion Project (HIEP). Reporting to a Project Manager, you will coordinate planning, procurement, design, construction and commissioning and assist with governance and documentation across the lifecycle.

The role requires a degree in Construction/PM with 5+ years of infrastructure experience, strong organizational and stakeholder skills, proficiency with MS Project, and an asset

Qualifications

• Degree or diploma in construction/PM with 5+ years of infrastructure project delivery.
• Experience with scope, schedule, risk, controls, governance and change management.
• Experience reviewing technical docs and drawings; coordinating consultant deliverables.
• Experience in contract management, budgeting, changes, and reporting.
• Strong organizational skills to manage multiple priorities and deadlines.
• Strong stakeholder engagement and collaboration with multidisciplinary teams.
• Proficiency with scheduling tools like Microsoft Project.
• PEng, PMP, CAPM are assets; PMP/CAPM is an asset.
• Familiarity with P3 delivery model is an asset.

Responsibilities

• Support delivery of large healthcare infrastructure projects through all phases.
• Coordinate core PM functions: scope, schedule, budget, risk, quality, reporting.
• Manage project documentation: reports, RFIs, change orders, drawings.
• Support procurement, contract admin, financial tracking, and invoicing.
• Conduct site visits to monitor progress and ensure compliance.
• Participate in QA to identify and resolve deficiencies with stakeholders.
• Coordinate meetings, agendas, minutes, action logs, and progress updates.
• Identify risks and escalate to the Project Manager as needed.
• Build relationships with internal teams, contractors, and partners.
• Contribute to continuous improvement of PM practices and standards.
• Other duties as assigned.
