Job description

Company Overview

Since 1974, Carmacks Enterprises Ltd. has grown from a small municipal road contractor, to a multi-faceted general civil construction service and highway maintenance organization. Operating throughout Western Canada, Carmacks Enterprises is an industry leader in handling all aspects of heavy civil construction.

Reporting to the CEO, the Health & Safety Manager ensures that the Corporate Safety Program complies with all legislative and regulatory requirements and drives continuous improvement beyond compliance in every jurisdiction in which Carmacks operates. The Health & Safety Manager is a highly autonomous, hands-on operational leader responsible for organizing and managing the day-to-day activities of the department, setting priorities, planning resources, monitoring execution, and ensuring commitments and required processes are consistently delivered. Working closely with Operations and business unit leaders, this position leads and develops the safety team, translates organizational objectives into practical departmental plans, and maintains a visible presence in the field to understand operational realities and support effective safety performance.

What is the role?
  • Lead, coach, and develop the Health & Safety team, ensuring accountability, performance, and alignment with company goals.
  • Manage departmental priorities, resources, and day-to-day operations to ensure key objectives and commitments are achieved.
  • Develop and execute the Health & Safety strategy and annual plan in partnership with operational leadership.
  • Monitor safety performance, analyze trends and risks, and provide recommendations to drive continuous improvement.
  • Partner with operations leaders to deliver practical safety support and ensure corrective actions are implemented.
  • Maintain a strong field presence by engaging employees, assessing risks, and promoting safe work practices.
  • Oversee the Safety Management System, including policies, procedures, audits, inspections, incident investigations, and regulatory compliance.
  • Lead safety training, employee engagement, WCB and injury management programs, contractor prequalifications (COR, ISNetworld, ComplyWorks), and National Safety Code compliance.
What do we value?
  • 10+ years of progressive Health & Safety experience, including 5+ years in construction, heavy civil, highway maintenance, or a similar operational environment.
  • Proven leadership experience developing teams, managing performance, setting priorities, and driving results through others.
  • Strong ability to work independently, manage competing priorities, and lead multiple initiatives to successful completion with minimal supervision.
  • Experience developing strategic plans, managing resources, and delivering on departmental goals, performance measures, and business objectives.
  • Strong relationship-building and influencing skills with the ability to partner effectively with Operations, business leaders, and senior leadership.
  • Extensive field-based experience with a practical understanding of safety requirements in active construction and operational environments.
  • Hands-on leadership style with sound judgment and the ability to balance regulatory compliance, operational needs, and organizational risk.
  • Strong knowledge of Occupational Health & Safety legislation, WCB, incident management, job accommodation, ergonomics, emergency response, and return-to-work practices.
  • Experience managing contractor prequalification programs and safety management systems, including COR, ISNetworld, and ComplyWorks.
  • Professional designation such as CRSP and/or NCSO preferred.
