Job summary

MENARD Canada Inc. is seeking an experienced HSE Advisor to support operations across British Columbia and Western Canada. You will lead safety initiatives, audits, incident investigations, and reporting to promote a proactive safety culture on active construction sites.

You will collaborate with branch managers, project teams and regulators, ensure compliance with WCA, OHS regulations, and COR standards, and travel regularly to project sites as required.

Qualifications

• Post-secondary education in OHS, environmental management, or related discipline.
• Working knowledge of BC Workers Compensation Act and OHS Regulation.
• Knowledge of COR certification requirements and ROC programs.
• Experience with incident investigation methodologies and root cause analysis.
• Knowledge of construction safety practices, hazard management and risk assessment.
• Experience auditing Health & Safety Management Systems.

Responsibilities

Job description

Menard Canada is a specialty geotechnical contractor focusing on ground improvement nationally. For well over 50 years, Menard has been proud to provide ground improvement solutions to municipalities, construction, industrial, private, and public sectors across Canada.

In addition to its core competencies as a ground improvement specialist, Menard operates throughout the entire infrastructure life cycle, offering soil investigation and remediation expertise through its ConeTec and Remea brands. These two specialty brands are being developed, utilizing the existing Menard network to gain a solid foothold within the ground improvement arena.

Objective of the Position

The HSE Advisor is responsible for supporting Menard Canada Inc. operations throughout British Columbia and Western Canada as required. The position works closely with Branch Managers, Project Managers, Superintendents, and Field Personnel to ensure compliance with applicable occupational health, safety, and environmental legislation, company policies, and client requirements. The HSE Advisor provides guidance, training, auditing, incident investigation, and continuous improvement initiatives to promote a positive safety culture and ensure the safe execution of projects. The incumbent must possess a strong working knowledge of the British Columbia Workers Compensation Act, Occupational Health and Safety Regulation, and WorkSafeBC requirements.

I. Major Functions

25% : Coordinate the implementation, maintenance, and continuous improvement of Menard Canada's Health, Safety and Environmental Management System across British Columbia operations.

15% : Conduct site inspections, audits, and compliance reviews of projects, equipment, vehicles, and work practices. Track corrective actions and ensure timely closure.

10% : Support project teams in hazard identification, risk assessments, Job Hazard Analyses (JHAs), Safe Work Procedures (SWPs), and project-specific safety plans.

10% : Lead or support incident, injury, near-miss, and environmental investigations. Determine root causes and implement corrective and preventive actions.

10% : Deliver safety orientations, toolbox talks, and regulatory training programs. Coordinate external training requirements as necessary.

10% : Support WorkSafeBC claims management and Return-to-Work programs by working with injured workers, supervisors, medical providers, and WorkSafeBC representatives.

10% : Prepare monthly and quarterly HSE reports, analyze trends, track key performance indicators, and provide recommendations for continuous improvement.

10% : Participate in project kick-off meetings, client meetings, safety committees, and contractor coordination meetings.

5% : Promote a positive safety culture by mentoring supervisors and field personnel and encouraging proactive safety participation.

5% : Liaise with WorkSafeBC, clients, subcontractors, suppliers, regulators, and other stakeholders regarding HSE matters.

Assist National HSE Manager in any other safety related initiatives

Independence / Supervision

The HSE Advisor exercises considerable independent judgment while providing support to operations throughout British Columbia. The position works closely with Branch Managers, Project Managers, Superintendents, and field personnel while receiving functional guidance from the Corporate HSE Manager. The incumbent is expected to work independently, prioritize competing demands, and travel regularly to project sites throughout the region.

II. Knowledge, Skills, Abilities and other Requirements A. Knowledge

• Post-secondary education in Occupational Health & Safety, Environmental Management, or a related discipline, or an equivalent combination of education and experience.
• Working knowledge of the Workers Compensation Act (British Columbia) and Occupational Health and Safety Regulation.
• Knowledge of COR™ certification requirements and Certificate of Recognition programs.
• Knowledge of incident investigation methodologies and root cause analysis techniques.
• Knowledge of construction safety practices, hazard management, and risk assessment principles.
• Experience auditing Health & Safety Management Systems.
• Knowledge of environmental compliance requirements related to construction activities is considered an asset.

• Ability to work in active construction environments and varying weather conditions.

D. Other Requirements

• Valid Class 5 Driver's Licence.
• Construction Safety Officer (CSO) designation required.
• National Construction Safety Officer (NCSO) designation considered an asset.
• Occupational First Aid Level 1 or higher considered an asset.
• Eligibility to work in Canada.
• Ability to travel to project sites throughout British Columbia.
