Description
ECC is seeking a Health and Safety Manager for environmental projects at Port Hope. Must have expert knowledge of occupational health and safety principles, best practices, and legislation. This field position is primarily responsible for ensuring compliance with health and safety requirements on construction and environmental projects as defined by Company standards, governmental regulations, and contractual obligations. This position may oversee loss prevention in concurrent multiple or large projects encompassing a number of subcontractors. In this position, you will:
- Ensure the implementation of Accident Prevention Plans (APP), Health and Safety Plans, applicable regulations and SOPs.
- Actively promote and support the health and safety programs at project sites.
- Oversee the completion of Activity Hazard Analysis (AHA) preparation and acceptance.
- Facilitate health and safety training for Company staff, subcontractors, and any parties required to participate to ensure achievement of exceptional health & safety performance including developing training content and delivering course information.
- Author health and safety related documentation (reports, logs, records, and site specific risk mitigation plans), completing required information for daily reports and client communications in a timely and accurate manner.
- Ensure that all documentation is organized and stored as required.
- Conduct regular inspections to assess compliance with applicable requirements.
- Take appropriate actions to prevent loss and mitigate risk in accordance with Company standards and practices.
- Ensure that deficiencies are corrected in a timely manner and to acceptable measures.
- Represent the Company in a positive and professional manner in client and regulatory agency interactions, serving as the primary point of contact for site health & safety.
- Collaborate with Project Managers to ensure that health and safety activities are incorporated effectively into project plans.
- Log health and safety incidents in the Company Incident Database.
- Facilitate incident investigations and completion of associated documentation.
- Verify implementation and close-out of corrective actions.
- Provide mentoring, direction, and subject matter expertise to Health & Safety Supervisors and/or junior level staff.
- Participate in employment interviews and make hiring recommendations.
- Provide performance feedback regarding junior level staff.
- Interface effectively with senior management, escalating issues appropriately and making recommendations regarding policy & procedure.
- Complete subcontractor reviews.
- Complete Health and Safety Training Sessions and ensure that only personnel who have completed the training enter the site.
- Implement and enforce daily and monitoring Contractor’s site-specific Health and Safety Plans (HAPS) for each site.
- Be onsite during execution of all Work.
- Other responsibilities, tasks, and deliverables may be assigned as needed.
Requirements
- Effective communication skills in written and oral formats with diplomacy and tact.
- Aptitude for independent thinking and reasoning.
- Success in teaching others health and safety concepts and requirements.
- Leadership skills without formal reporting authority.
- Knowledge of US Army Corps of Engineers EM 385 1-1, OSHA 1910 and 1926 standards.
- Proficiency with Microsoft Office, email systems, and Windows.
- 8 years of progressive experience in a health and safety-related role.
- Ability to travel and meet security clearance requirements.
- Current US Driver’s license and a good driving record.
- Basic knowledge of radiation safety and low-level contamination remediation.
- Minimum of 5 years of safety oversight on large construction projects, preferably civil or environmental remediation.
- Canadian Registered Safety Professional or Technician Certification.
- Bachelor’s degree in Environmental Health & Safety or a related field.
Preferred Qualifications
- Leadership experience with subcontractors and project teams in health & safety.
- 10+ years of experience on large construction projects, preferably civil or environmental.
- Experience working in dotted line reporting structures.
- Experience with government construction or environmental projects (NAVFAC, USACE, AFCEE, etc.).
- Industrial hygiene monitoring and hazardous work permits experience.
- Certifications such as CSP or CIH.
- HAZWOPER 40 Hour and 8 Hour Refresher Certifications.
- HAZWOPER Supervisor Certification.
- USACE Contractor Quality Management (CQM) Training.
- OSHA 30 Hour Construction Certification.
ECC’s targeted base salary range for Toronto, ON is $90,000 to $115,000 CAD annually, with actual salary influenced by education, experience, and skills.
