BASIC FUNCTION:

The Grants Accountant is primarily responsible for all grants, except for the NRC operating funds, and acts as TRIUMF's resource on the rules and requirements of the various grant funding agencies. Although this position may be involved peripherally in the financial management of other collaborations, this position is responsible for ensuring billings are made and collected and agreed costs are charged and paid by the external collaborator. Secondary responsibilities include managing the accounts receivable process, back-filling for the Controller, and other projects, analysis, and duties assigned from time to time.

RESPONSIBILITIES:

Management of the various grants is divided into:

  • Preparing and/or reviewing financial information for the initial grant proposal
  • Preparing finalization budgets for implementation once the grant is approved-in-principle by the funding agency
  • Ongoing financial management of budgets and expenses including regular reviewing of whether financial targets are being met
  • Monthly, quarterly and annual reporting to funding agencies
  • Monthly, quarterly, and annual internal report to grant holders/project managers
Financial Management of grant/project budgets and expenses including:
  • Based on the awarded funding/agreement, upload grants /projects budgets on an annual basis
  • Review NSF request as they arise in the system
  • Prepare and issue monthly reports to the host university identifying
  • Expenditures to date compared to budget
  • In-kind contributions and CFI Discounts
  • Billing for amounts due
Each host university will have its own requirements for supporting documentation that must be submitted with the monthly reports such as detailed salary information and time sheets and copies of invoices and/or Purchase orders. Diligence is required to ensure the host university's accountability framework is adhered to.
  • Ensure all transactions reflected in grant accounts are duly recorded with proper documentation that would be sufficient to comply with external review and audit;
  • Monthly review of expenditures compared to finalization budgets to identify potential variances. Quarterly reports should identify variances for the host university and recommend the action to be taken;
  • Management of time sheet information and salary back charges, both in-kind and billable. Time sheet management and back charging includes producing CFI certification reports each year;
  • Regular review of outstanding POs issued to ensure all expenditures are allowable under the rules and requirements of the granting agency;
  • Revenue/billing reconciliations and expediting of payments from the host university if difficulties arise with reasonable payment turnarounds;
  • Preparing regular or ad hoc reports for the TRIUMF staff;
  • Ensuring the TRIUMF staff (and sometimes the university staff) understand the rules and requirements of the funding agency and the impact the rules and requirements may have on their project;
Responsible for managing all grants including:
  • Monthly billings to universities for capital and infrastructure operating funds (IOF)
  • Cost/budget control
  • Revenue and payment reconciliation and control
  • Reporting to grant holders and related proponents (eg. NSERC Form 300)
Responsible for assisting proponents in the development of finalization budgets for submission to the host universities, including:
  • Consulting with and advising proponents on budget variance proposals
  • Budget Variance proposals
Responsible for disseminating CFI rules and requirements during budget finalization as well as during construction of the project:
  • Determining that all purchases are allowable within the framework of CFI rules and requirements
  • Ensuring proponents understand the CFI rules and requirements and the impact of the rules and requirements
Other duties:
  • Oversee the accounts receivable process including the proper functioning of the automated accounts receivable system.
  • Review outstanding accounts and take appropriate corrective action where necessary.
  • Review request for ad hoc invoicing and ensure invoices are sent out on a timely basis.
  • Backfill for the Controller during absence.
  • Perform other projects, analysis and duties as assigned from time to time.
SUPERVISION EXERCISED:

There are no direct subordinates or supervisory responsibilities associated with this position. However, this position is often required to evaluate the quality of work prepared by others and take appropriate corrective actions (eg. grant budgets, job and purchase requisitions, invoices, financial information etc).

KNOWLEDGE AND SKILLS:
  • Strong communication skills, both written and verbal.
  • Expert knowledge of GAAP (Generally Accepted Accounting Principles) and good knowledge of commodity taxation rules (GST/PST applications), public expenditure policies and general administrative processes.
  • Knowledge of Canadian charity law and research grant administration would be an asset.
  • Excellent computer skills and intermediate knowledge of Excel are required.
  • Experience with Workday would be an asset.
  • Strong analytical and problem-solving skills, with the ability to prioritize work and meet deadlines.
  • Demonstrated ability to contribute to a high-performing team environment.
  • Exceptional ability to build relationships and partnerships is a requirement.
MINIMUM QUALIFICATIONS AND YEARS OF EXPERIENCE:
  • Undergraduate degree in Commerce Accounting, Finance, or a related field
  • Chartered Professional Accountant designation, or in progress to receive the CPA designation, is required
  • Minimum 5 years of progressive accounting experience
  • Experience in the not-for-profit or public sector
  • Experience in managing grants and fund administration
  • Ability to conduct needs analyses, plan, organize, manage, monitor, complete, and evaluate projects within allocated time and resources
  • Ability to simultaneously manage a diverse range of complex projects and activities
  • Strong understanding of federal regulations related to grants
  • Proficiency in Excel and accounting software (e.g., Workday, or similar ERP systems)
  • Excellent analytical, organizational, and written communication skills
  • Demonstrated ability to manage competing priorities and meet deadlines
