Detailed Overview
Supporting the Vision, Values, Purpose and Commitments of Fraser Health:
The Financial Analyst provides assistance to clients through the capital and operating planning process by providing guidance on available funding; assists clients in establishing appropriate priorities on capital purchases; prepares and maintains the capital and operating planning records and funding requests for capital acquisition across assigned Fraser Health (FH) projects.
Responsibilities
- Prepares the annual multi-year plans for assigned projects by assisting with the development, implementation, maintenance and enhancement of the capital and operating planning processes. Assists with cost control and governance of the approved Capital, start-up, and ongoing operational budgets. Monitors and tracks expenditures against contracts.
- Prepares capital and operating budget reports per period to identify, investigate, and report on variances. Undertakes costing scenarios with the various budget clients by gathering and sorting information, preparing and reconciling spreadsheets to determine financial impacts. Enters and maintains the budget information annually in the budget database and updates as required.
- Assists with the preparation of the period financial reports to the project team, government, and FH Executive by compiling and reconciling information from the budgets; assists with year-end working papers and supports schedules and reports.
- Participates in the Capital Equipment working group, involving finance stakeholders to develop an equipment procurement strategy aligned with project budgets and FHA policy. Tracks Capital Control Numbers for all equipment acquisitions of assigned projects, revises the capital plan to reflect the control numbers and any changes, and maintains funding allocation records.
- Supports the Project Controller / designated leader by ensuring that capital and operating expenditure approvals meet scope, schedule, and budget expectations; provides advisories for adjustments throughout the process.
- Serves on assigned Budget Review Committee(s); communicates decision implications to the Project Controller/leader and updates the Capital Plan forecast accordingly. Supports updating annual cash flow and forecasts for all budgets.
- Assists in developing and maintaining the asset management system for assigned projects by compiling and providing information as needed.
- Participates in other assignments as required by the project team.
Qualifications
- CPA recognized professional accounting designation and/or university degree in Business, Finance or Commerce.
- Five (5) years' recent related financial accounting experience, including two (2) years' experience in a complex purchasing environment, or an equivalent combination of education, training, and experience.
