The City of Owen Sound is seeking a detail-oriented and analytical professional to join our Finance team as a Financial Analyst. Reporting to the Financial Services Supervisor, this position plays a key role in maintaining the City’s financial integrity through financial reporting, analysis, budgeting support, treasury functions, business systems support, and continuous improvement initiatives.

The Financial Analyst works collaboratively across the organization to provide financial insight, support decision-making, enhance financial processes, and ensure compliance with municipal legislation, accounting standards, and internal controls. This position also supports customer service initiatives, financial technology modernization, and corporate reporting requirements. This posting is for an existing vacancy.

What You’ll Do

• Prepare, review, and reconcile general ledger accounts, journal entries, payment vouchers, and financial transactions.
• Assist with annual financial statements, year-end working papers, and external audit requirements.
• Maintain and support accounting records for tangible capital assets, including acquisitions, disposals, and transfers.
• Provide financial analysis and reporting to departments across the organization.
• Support compliance with Public Sector Accounting Standards (PSAS), Generally Accepted Accounting Principles (GAAP), municipal legislation, and internal controls.

Budgeting & Financial Analysis

• Support the preparation, monitoring, and reporting of the City’s operating and capital budgets.
• Conduct variance analysis and financial forecasting.
• Assist with reserve fund, fleet, capital, and corporate financial reporting.
• Provide financial information to support long-term planning and operational decision-making.
• Identify opportunities to improve reporting processes and organizational efficiency.

Financial Systems & Business Improvement

• Assist with implementation, testing, configuration, and support of financial and business systems.
• Participate in report development, system enhancements, user acceptance testing, and process improvement initiatives.
• Support ongoing administration and continuous improvement of financial applications and ERP systems.
• Liaise with financial institutions and vendors regarding electronic banking, payment processing, and treasury-related technologies.
• Support customer-facing financial technologies including online payment systems and customer portals.

Revenue, Treasury & Customer Service

• Provide support for tax and water billing, collections, and customer account inquiries.
• Assist customers with payment options, account registration, and online services.
• Support treasury operations, electronic banking transactions, reconciliations, and payment processing.
• Provide backup support for accounts payable and related financial functions.
• Assist with customer communications related to financial services and process improvements.

Information Management & Administrative Support

• Act as a Finance Division SharePoint Key User and support continuous improvement of information management processes.
• Maintain document libraries, permissions, and records management standards.
• Collaborate on information governance and records retention initiatives.
• Provide backup support for Service Owen Sound customer service operations.
• Participate in projects that improve customer service, strengthen internal controls, and enhance organizational effectiveness.

What We’re Looking For

Education & Experience

• Two-year College Diploma in Accounting, Finance, Economics, Business Administration, or a related discipline.
• Minimum three (3) years of experience in a financial or accounting-related role.
• Municipal experience is considered an asset.
• Municipal Tax Administration Program and/or Municipal Administration Program certification considered assets.
• Knowledge of accounting principles, budgeting, forecasting, variance analysis, and financial reporting.
• Understanding of municipal finance legislation, regulations, and best practices.
• Strong analytical, problem-solving, and organizational skills.
• High degree of accuracy and attention to detail.
• Excellent communication, customer service, and interpersonal skills.
• Ability to manage competing priorities and meet deadlines with minimal supervision.
• Strong proficiency in Microsoft Office applications, particularly Excel.
• Experience with ERP and financial management systems; Microsoft Dynamics Great Plains experience is an asset.
• Ability to maintain confidentiality and exercise sound judgment.
• Ability to work independently and collaboratively within a team environment.
