Good Shepherd Ministries is seeking a Finance Manager to oversee day-to-day finance and accounting operations, ensuring GAAP compliance and accurate reporting for programs serving the homeless and disadvantaged.

The role requires a Bachelor’s in Accounting with 10+ years of senior financial management experience, leadership abilities, and strong budgeting skills.CPD and Ministry-specific governance knowledge are valued.

Reporting to the Assistant Executive Director, the Finance Manager enhances the dignity and quality of life of our clients through his/her assumed responsibility for the stewardship of resources, effective management of finance and accounting operations, and its accurate reporting that provide reliable information that will assist Good Shepherd Ministries to respond to the needs of the homeless, disadvantaged and marginalized in our community.

Through responsible leadership and positive role modelling, he/she collaborates in the development and implementation of company Policies and Procedures, financial plans and policies, and budget strategies that are guided by and reflective of the Mission, Vision and Values of Good Shepherd Ministries. The Finance Manager shall conduct all activities in a manner that reinforces and affirms the dignity of our clients.

Responsibilities
  • To manage the day-to-day finance and accounting operations, and direct all phases of the accounting process
  • To develop and implement an effective accounting system; adopt accounting Policies and Procedures applicable to the organization’s operations and activities; and apply generally accepted accounting principles in the recording of financial transactions and reporting of financial statements
  • To develop, recommend, monitor and implement financial and internal controls to safeguard the organization’s financial resources; provide reasonable assurance on the integrity of the accounting data; and ensure the reliability of the organization’s financial reporting system
  • To prepare financial statements that are free from material errors, omissions or misstatements; and to ensure that the financial statements are presented fairly and in a consistent manner in accordance with Canadian generally accepted accounting principles
  • To direct, coach/train, develop and supervise the finance co-workers in general accounting, accounts payable, accounts receivable, payroll, audit, financial reporting and other accounting/finance-related functions.

To complete the following tasks, projects and reports, in accordance with generally accepted accounting principles, applicable legislation, prescribed company Policies, Procedures and relevant reporting requirements:

  • Recording the financial activity of Good Shepherd Centre, Barrett House/St Joseph’s Residence and the consolidated entity
  • Supervisory review, checking and validation of accounting co-worker’s work
  • Journal entries, month-end adjustments, month-end closing
  • Internal audit of daily cash receipts, donations/revenue, payroll, etc.
  • Financial statements - Income Statement, Cash Flow, Balance Sheets, and Government submissions
  • Financial statement analysis and budget variance reports
  • Financial reports for all ongoing programs and one-time projects
  • Bank reconciliation and reconciliation adjusting entries
  • Payroll preparation and reconciliation of gross earnings, source deductions, RRSP, union dues, WSIB
  • Review and verification of finance-related work completed by other departments
  • Audit schedules/audit working papers, account reconciliation and analyses for external audit
  • Organizational budgets and cash flow projections
  • Program budgets and allocation of revenue and joint costs/expenditures
  • Year-end adjustments for accruals, deferrals, related party transactions, accounts receivable, accounts payable, audit adjustments, etc.
  • Year-end processing and closing
  • Registered Charity Information Return
  • Annual government returns, e.g, EHT, WSIB, GST, T4/T4A Summary
  • Annual financial summary for newsletter/website publication
  • To review, check and authorize invoice and payment processing, cheque issuance, journal entries; and all reports and tasks carried out by the Finance department co-workers.
  • To provide financial reports to the Finance Committee, with explanations, notes and recommendations; and to discuss in details the results of the operations and financial condition of the organization with the Assistant Executive Director on a regular basis.
  • To develop the organizational budget, implement budgetary controls; provide an effective management reporting system that will promote the responsible use of funds and resource; enhance accountability; and help improve cost efficiencies throughout the organization
  • To prepare program budgets and funding requests for ongoing, new , or one-time projects/programs, business cases and project development submissions according to program/service plans; and to prepare financial reports tailored to the funding agencies’ reporting requirements.
  • To present financial reports for certification by the Assistant Executive Director and/or Board of Directors’ and submit budget proposals for review by the Assistant Executive Director
  • To collaborate with the Executive Director in ensuring compliance with applicable laws, regulations, policies and procedures, Board/ Management directives, contracts, Collective Agreement, funding agreements and donation/fund restrictions
  • To coordinate the annual audit; make available all financial records, invoices, relevant information and documents to the auditors; provide assistance and explanations requested by the auditors; and discuss accounting policies and any policy or procedural changes implemented during the year
  • To review, in collaboration with the Assistant Executive Director, the draft audited financial statements, accompanying notes and disclosures, to be presented to the Treasurer and for approval by the Board of Directors
  • To plan, conduct, and supervise internal audits; and report the internal audit findings and recommendations to the Executive Director for appropriate management action and for external audit reference and review
  • To function as a member of the Finance Committee, participate in the financial planning process, execute financial strategies and plans, and implement investment strategies
  • To participate in the development, recommendation and review of organizational policies, procedures and guidelines.
  • To provide functional assistance and technical advice to Department Directors/ Managers in matters pertaining to internal control, accounting-related processes, payroll procedures, and other finance-related company Policies and Procedures.
  • To report to the Executive Director any findings that could jeopardize the integrity of the internal control system, and any material or significant errors and problems discovered in the normal courses of accounting operations.
  • To assume custodial responsibility for cash and cheque books, accounting records and confidential/sensitive accounting files or financial documents; and provide for the proper maintenance, retention, and destruction of records as prescribed by current legislation.
  • To comply with company established Policies and Procedures, directives, practices, authorization/approval protocol, and report certification requirements.
  • To maintain the confidentiality and ethical standards of Good Shepherd Ministries at all times.
  • To perform any other tasks as required or assigned from time to time by the Assistant Executive Director or designate.
Skill, Nature and Scope
  • Completion of a recognized Bachelor’s Degree in Accounting, with a minimum of 10 years diversified experience in senior level positions requiring a high degree of technical knowledge, application of practical experience, and independent thinking in accounting and financial management are required; or a CA, CMA, CGA, foreign accountancy designation, or MBA with a minimum of 7 years senior level accounting, auditing or financial management experience obtained after certification
  • Knowledge of applicable legislation, regulations and statutory requirements related to the organization’s activities and operations, e.g. Employment Standards Act 2000, Income Tax Act, donations and tax receipts regulations and guidelines, statutory deductions, etc.
  • Proven dependability, sense of fairness, objectivity and competence in the performance of his/her functions.
  • Ability to effectively supervise and motivate co-workers to work towards optimal efficiency within a team-based environment.
  • Strong initiative, results oriented, and ability to make appropriate decisions consistent to the situation.
  • Good business sense and demonstrated ability in providing sound judgement on strategic planning as well as in the formulation and effective execution of financial strategies and plans
  • Excellent analytical and problem-solving skills.
  • Excellent organization planning and time management skills to plan, coordinate, prioritize, and complete multiple projects and assignments simultaneously, accurately and within prescribed timelines.
  • Strong attention to detail
  • Excellent business report writing skills, proven skills in policy and procedures writing, and excellent research skills.
  • Experience with ADP and Oracle NetSuite would be an asset
  • Excellent written communication and interpersonal skills to maintain teamwork with the ability to work with individuals from diverse background
