Qualifications

Responsibilities

  • Support training on financial reporting tools across City Departments.

About the Position

Reporting to the City Treasurer, the Finance Consultant – Development & Incentives is responsible for providing financial support, analysis and guidance to the planning, building and finance departments around the City’s development charge and incentive programs. The role is responsible for related budgeting and financial reporting ensuring that deadlines are met with information being reported in alignment with the Corporate Leadership Team (CLT) and Senior Management objectives and best practices. This role also supports the development of financial policies, procedures and education that align with the City’s strategic plan and best practices.

This is a part-time, 6-month contract position, working up to 21 hours per week.

Duties & Responsibilities
  • Responsible for preparation of the development charge and incentives annual operating and capital budgets working in partnership with City Departments.
  • Prepare related budget and financial information, including presentation material, to support communication with CLT, Senior Management, Council, External stakeholders and the public.
  • Provides financial advice and guidance to various planning studies such as: Development Charges, Community Benefits Charge, Cash in Lieu of Parkland, Cash in Lieu of Parking, etc.
  • Lead the related quarterly variance reporting and analysis process with City Departments and provide guidance, support, and education to ensure integrity, accuracy and completeness.
  • Responsible for the modeling, coordination and tracking of the City’s Community Incentive Program, including complex incentive grant calculations for tax increment grants.
  • Responsible for implementing legislative updates, annual indexing of charges, interpretation of legislation, submission of specific reporting and remittances, deferral agreements, as it relates to Development Charges, Community Benefit Charges, Cash-in-lieu of parkland and cash-in-lieu of parking.
  • Responds to inquiries from the development community regarding DC rates, by-law interpretation, and related processes.
  • Support training and coaching with all City Departments on various related financial reporting matters and financial reporting tools.
  • Research, monitor, and implement any applicable legislation updates as prescribed.
  • Oversee related grant application in partnership with City Departments and ensure reporting requirements are adhered and met. Participate in corporate working groups and project teams.
  • Compile and analyze financial data that contributes to proactive and supportive decision making through effective communication and reporting using best financial practices.
  • Provide analytical support to other areas of finance as needed.
  • Provide support and guidance to finance students or accounting staff.
What you need to Succeed...
  • University degree in finance, economics, business administration or related field.
  • Minimum of five (5) years’ progressive financial experience within a municipal setting, as well as experience working with various municipal departments, consultants, and government agencies.
  • Chartered Professional Accountant (CPA) designation or Master’s degree in Business (MBA, MFin), or equivalent is preferred.
  • Knowledge of external regulations, such as the Municipal Act, the Development Charges Act, the Assessment Act, ARB rules, the CICA/PSAB Handbook, and all other regulations impacting the financial reporting of Ontario municipalities.
  • Completion of the Municipal Accounting and Finance Program (MAFP) through AMCTO is considered an asset.
  • Progressive leadership skills are considered an asset
  • Ability to establish and maintain sound working and collaborative relationships with demonstrated effective written and verbal communication skills.
  • Proven analytical, conflict resolution, change management, negotiation, problem-solving and report writing skills; able to reconcile the competing interest and priorities of stakeholders.
  • Exceptional organizational skills and attention to detail while managing multiple projects simultaneously.
  • Excellent time management skills, with results-oriented record of meeting deadlines.
  • Knowledge of relevant computer software with the ability to learn and apply new technology as it is related to financial software and systems.
Salary and Benefit Information

The hourly wage range for this part-time position is $65.47 - $76.60/hour pay range.
