Job summary

The City of Welland is seeking a Development Engineering Supervisor to lead technical reviews of development proposals, supervise two CUPE employees, and ensure compliance with municipal standards and regulations. The role liaises with developers, contractors, and regulatory bodies to deliver safe, compliant infrastructure projects.

Your background includes civil engineering education, P.Eng. (or CET) with municipal experience, and strong knowledge of water, sewer, and road design.

Qualifications

• Requires university degree or college diploma in civil engineering or equivalent.
• P.Eng. in good standing with 3 years municipal engineering experience or CET with 5 years municipal experience.
• 3 years progressively responsible experience in design/review of sewer, water and road design projects.
• Experience supervising or coordinating staff.
• Knowledge of municipal standards, contract documents, and regulatory guidelines.

About the Position

Under the direction of the Manager of Development Engineering, the Development Engineering Supervisor is responsible for the technical review of development proposals, including drawings and related reports, utilizing the knowledge of sound engineering principles, municipal standards, and government regulations and guidelines. The Supervisor acts as a key liaison between internal departments, developers, contactors, and regulatory agencies to ensure projects are delivered safely, efficiently, and in compliance with applicable standards and regulations.

Duties & Responsibilities

• Review Planning Act applications, including Official Plan Amendments, Zoning By-law Amendments, Plan of Subdivision, Plan of Condominium, Site Plan Control, and others (Region, etc.), to provide comments related to engineering requirements for the submissions.
• Review detailed engineering designs, drawings and related reports, contracts and specifications for subdivisions, condominiums, and site plans (ICI) including but not limited to roads, lot grading and drainage, water distribution system, sanitary sewer system, storm sewer system, stormwater management, utilities, etc. to ensure compliance with Municipal Design Criteria, Draft Plan Conditions, Master Servicing Plans, and standard engineering practices.
• Review and analyze development construction cost estimates for administration purposes to ensure accuracy of the payment of relevant engineering fees and provision of adequate security to guarantee completion of the works.
• Inspect, estimate, and administer the payment, reduction and/or refund of financial deposits/letters of credit submitted as conditions of development.
• Ensure all documentation/certifications, inspection records, material testing and quality control reports, watermain commissioning checklists, CCTV files, as-constructed drawings, etc. are submitted and reviewed to ensure an accepted standard of work prior to both preliminary acceptance of infrastructure and Final Assumption, as applicable. Examine requests for security reductions at each stage and provide recommendations to the Manager of Development Engineering.
• Conduct site review at various stages of development to ensure feasibility and compliance with all applicable standards, regulations, requirements, and completion for security reductions. Conduct final inspections prior to assumption.
• Act as a point of contact for developers, consultants, contractors, and residents, regarding new developments
• Direct and inform the developer’s agents and contractors of City standards, policies, and procedures related to infrastructure design and construction, including reviewing deficiencies, and non-compliance, and coordinating corrective actions.
• Represent Development Engineering group at Pre-Consultation and Utility Coordinating Committee Meetings.
• Review and schedule all required training for the development technicians
• Prepare reports, updates, and recommendations for management as required.
• Support continuous improvement of development review and assumption processes.
• Maintain accurate records and documentation for all projects.
• Direct supervision – two (2) CUPE employees
• Other duties as assigned.

What you need to Succeed...

• University Degree or College Diploma in Civil Engineering, or equivalent.
• Current certification, in good standing, as Professional Engineer (P. Eng.) with three (3) years of municipal (preferred) engineering experience, or as a Certified Engineering Technologist (C.E.T.) with five (5) years of municipal (preferred) experience. Three (3) years’ progressively responsible experience in design and/or review of sewer, water and road design projects.
• Demonstrated experience reviewing subdivision and site servicing drawings and permits.
• Experience supervising or coordinating staff.
• Working knowledge of City of Welland Municipal Standards, Niagara Peninsula Standard Contract Documents (NPSCD), ministry guidelines for sewage and watermains, and other applicable legislation and regulations (e.g. Occupational Health and Safety Act, Safe Drinking Water Act, Highway Traffic Act) as well as construction practices and safety regulations.
• Familiarity with water, sanitary, and stormwater modelling and associated modelling software an asset.

Salary and Benefit Information

$97,156-$113,659 (2026 rates) plus a comprehensive benefits package, and OMERS pension.
