Job summary

The Kamloops Central Business Improvement Association (KCBIA), marketed as Downtown Kamloops, is seeking an Executive Director to lead the organization’s strategy, operations, and advocacy for the downtown core.

Reporting to the Board, you will translate strategic direction into measurable outcomes while guiding a small, collaborative team and stewarding programs that support economic vitality and district revitalization.

Qualifications

  • Baccalaureate degree in Business, Public Administration, or related field; 5+ years of senior leadership in economic development or non-profit.
  • Equivalent combination of education, training and/or experience considered.
  • Entrepreneurial mindset; owning/operating a small business is a strong asset.
  • Proven governance, stakeholder engagement, and partnership-building experience.

About Kamloops Central Business Improvement Association

The Kamloops Central Business Improvement Association (KCBIA), established in 2002 and marketed as Downtown Kamloops, is a member‑driven organization focused on strengthening the economic vitality, vibrancy, and long‑term sustainability of the downtown core. Guided by a clear mission, a vision of a vibrant and liveable downtown, and values rooted in integrity, accountability, responsiveness, and strategic use of resources, KCBIA serves as an advocate and champion for downtown businesses and property owners. Through advocacy, promotion, beautification, and district programs and initiatives, the organization works collaboratively with its members, municipal partners, community organizations, and neighbouring business improvement associations to support a strong, active, and connected Downtown Kamloops.

Summary & Key Functions

The Executive Director is the senior administrative and strategic leader of the Kamloops Central Business Improvement Association, responsible for advancing the long‑term vitality, vibrancy, and competitiveness of the downtown business district. Reporting to the Board of Directors, this role translates strategic direction into measurable outcomes through strong leadership across strategy execution, organizational operations, financial stewardship, and stakeholder engagement. As a highly visible and relationship‑oriented leader, the Executive Director works closely with business owners, municipal partners, community stakeholders, and members, leading a small, collaborative team while championing programs and advocacy that support economic vitality and downtown revitalization. Balancing aspirational vision with hands‑on delivery, the Executive Director acts with integrity and a service‑oriented mindset, consistently placing the health and success of the downtown core at the centre of day‑to‑day and strategic decision making.

As the Executive Director, you will be responsible for these key functions:

Strategic Leadership
  • Shape and advance the long‑term vision and priorities of the KCBIA.
  • Lead the implementation of the Board‑approved strategic plan and translate priorities into actionable operational initiatives.
  • Identify emerging economic, regulatory, and social trends affecting the downtown business district and provide analysis and recommendations to the Board.
  • Develop and execute multi‑year strategies supporting economic vitality, district competitiveness, and downtown revitalization.
Organizational Management
  • Oversee the day‑to‑day operations of the organization and ensure the effective delivery of KCBIA programs and services.
  • Lead staff, consultants, contractors, and volunteers.
  • Foster a high‑performance organizational culture grounded in accountability, collaboration, and service to members.
  • Ensure strong project management practices across events, promotions, district improvement initiatives, and operational activities.
Governance Support
  • Work closely with the Board to ensure effective governance practices and organizational oversight.
  • Prepare Board meeting agendas, reports, and supporting documentation in collaboration with Board leadership.
  • Ensure the organization operates in compliance with applicable legislation, bylaws, and internal policies.
  • Develop and manage the annual operating budget for Board approval.
  • Ensure responsible financial management and alignment with approved budgets and strategic priorities.
  • Maintain strong financial controls, reporting practices, and accountability standards.
  • Identify and pursue funding opportunities including grants, sponsorships, and partnerships that support KCBIA initiatives.
Economic Development & District Enhancement
  • Lead initiatives that strengthen the commercial vitality and competitiveness of the downtown district.
  • Support business attraction, retention, and expansion strategies within the KCBIA area.
  • Actively participate in municipal planning discussions and initiatives related to the redesign and development of the downtown business district.
Stakeholder, Member, and Brand Leadership
  • Serve as the primary spokesperson and ambassador for the KCBIA.
  • Build and maintain strong relationships with business owners, property owners, community organizations, municipal partners, and other stakeholders.
  • Advocate for the interests of the downtown business district with municipal and other levels of government.
  • Lead KCBIA’s brand strategy, ensuring consistent messaging, visual identity, and public perception across all platforms.
Your Toolkit Includes
  • Baccalaureate degree in Business, Public Administration, or a related field, with 5+ years of progressive senior leadership experience in economic development, non‑profit management, or municipal/public affairs.
  • An equivalent combination of education, training and/or experience will be considered and are welcome.
  • An entrepreneurial mindset and experience owning and/or operating a small business would be seen as a strong asset.
  • Proven track record of increasing senior leadership responsibility in economic development, non‑profit management, or municipal affairs.
  • Experience working with Boards of Directors, with knowledge and understanding of governance principles and the role of the board; preferably in a non‑profit setting.
  • Demonstrated success in stakeholder engagement, advocacy, and building community partnerships.
  • Minimum five years of experience managing staff, budgets, and complex programs with measurable results.
  • Knowledge of municipal planning, urban development, and local business ecosystems.
  • Familiarity with Business Improvement Areas (BIAs) or district management organizations.
  • Comfort and credibility representing an organization in public and media forums.
  • Willing to undergo a criminal record and background check as a condition of employment.

This full‑time, 40-hours per week permanent position, is an in‑person opportunity, with occasional travel within Kamloops region to attend meetings, presentation, and events – requiring the candidate to reside in Kamloops. Qualified non‑BC applicants would need to confirm their willingness to relocate to Kamloops, as a condition of employment.
