Job description

Toronto Hydro is seeking a dynamic, visionary executive to join its leadership team as Executive Vice President (EVP), Chief Strategy and Regulatory Officer. As a member of the Senior Executive Team, the EVP has direct accountability for their specific functional areas, with a major cross-functional impact on Toronto Hydro, the City of Toronto, its residents, businesses, and other stakeholders. This demanding role requires an experienced decision-maker to work with the President and CEO in developing and executing organizational strategy and to be fully accountable for Toronto Hydro’s commitments to stakeholders.

The EVP, Chief Strategy & Regulatory Officer reports to the President and CEO and is responsible for corporate strategy, regulatory and government relations strategy, rates, regulatory affairs, and legal services strategies. The incumbent oversees all regulatory matters relating to the Ontario Energy Board and provides strategic oversight of regulatory affairs, corporate governance, and risk management advice to the Board of Directors, CEO, and Executive team. They support the Sustainable Governance Committee of the Board.

KEY RESPONSIBILITIES:
  1. Regulatory Strategy: Set and lead the company’s regulatory strategy, representing the company on regulatory matters, intervening in proceedings, and leading electricity market negotiations.
  2. Government Relations: Lead energy policy and government relations efforts, developing strategies to foster positive industry relations and partnerships.
  3. Stakeholder Management: Develop relationship management frameworks to deliver on commitments to shareholders and municipal stakeholders, acting as the primary liaison for municipal relations.
  4. Legal and Regulatory Oversight: Oversee legal strategies, legal services delivery, and act as the organization’s Privacy Officer.
  5. Leadership and Team Development: Coach and develop senior leaders, ensuring high-quality services and continuous improvement in regulatory and legal practices.
  6. Strategic Planning: Support corporate strategic planning and Board engagement activities.
  7. Legal Strategy: Oversee legal strategies aligned with organizational objectives, manage legal teams, and ensure compliance.
  8. Other Responsibilities: Support sustainability initiatives, governance, and risk management strategies.
REQUIREMENTS:
  • Executive leadership experience in regulated energy environments, with a focus on regulatory applications and proceedings.
  • Minimum of 10 years of progressive executive leadership experience.
  • Over 20 years of experience in electricity market or regulatory roles, with exposure to corporate governance, regulatory affairs, and load forecasting.
  • Degree in law, business, or economics (preferred), with membership in good standing with a Canadian Law Society (preferred).
  • Strong leadership competencies in relationship building, diversity and inclusion, change management, results orientation, sustainability, customer focus, and communication skills.
