EVP, Chief Strategy & Regulatory Officer

Toronto Hydro is seeking a dynamic, visionary executive to join its leadership team as Executive Vice President (EVP), Chief Strategy and Regulatory Officer. As a member of the Senior Executive Team, the EVP has direct accountability for their specific functional areas, with a significant impact on Toronto Hydro, the City of Toronto, and its stakeholders. This demanding role requires an experienced decision-maker to work with the President and CEO in developing and executing organizational strategy and to be fully accountable for Toronto Hydro’s commitments.

The EVP reports to the President and CEO and is responsible for corporate strategy, regulatory and government relations, rates, regulatory affairs, and legal services strategies. The role includes oversight of all regulatory matters with the Ontario Energy Board and providing strategic guidance on regulatory compliance and governance to the Board, CEO, and Executive team. The EVP also supports the Sustainable Governance Committee of the Board.

Key Responsibilities
  1. Set the company's regulatory strategy within a complex environment, leading its development and ensuring alignment with organizational objectives. Represent the company in regulatory proceedings and lead electricity market negotiations.
  2. Lead energy policy and government relations at federal and provincial levels, fostering positive industry relationships and advancing organizational strategic outcomes.
  3. Develop relationship management frameworks to fulfill commitments to shareholders and municipal stakeholders, acting as the primary liaison for municipal relations.
  4. Oversee regulatory applications, proceedings, policy, and reporting, including forecasting and rate processes.
  5. Collaborate with the President & CEO on strategic planning and support Board activities related to corporate strategy.
  6. Guide the company's legal strategy, ensuring effective delivery of legal services and compliance, including acting as Privacy Officer.
  7. Lead and develop a team of senior leaders in regulatory affairs and legal services, ensuring high-quality advice and continuous improvement.
  8. Establish portfolio strategies, performance metrics, policies, and risk management strategies aligned with business goals.
  9. Support the Sustainable Governance Committee's planning, reporting, and decision-making processes.
Minimum Requirements
  • Executive leadership experience in a regulated energy environment, focusing on regulatory applications and proceedings.
  • At least 10 years of progressive executive leadership; experience in government relations is an asset.
  • Over 20 years of experience in electricity markets or regulatory affairs, with exposure to corporate governance, rates, and load forecasting.
  • Degree in law, business, or economics (LL.B, LL.M preferred); membership with a Canadian Law Society is an asset.
  • Strong leadership and relationship-building skills, with the ability to communicate effectively to diverse audiences.
  • Commitment to sustainability, safety, customer focus, and continuous improvement.
