Job summary

Turner & Townsend is seeking a Senior Transmission (High Voltage) Estimator based in Canada to lead cost estimating for transmission line and substation projects. You will develop basis of estimate, roadmaps, and final packages, working with clients to define scope and ensure accurate submissions.

The ideal candidate has 10+ years in HV estimation, strong knowledge of NECA/RS Means, and proficiency with Bluebeam, CostX, InEight, and Excel.

Qualifications

  • Bachelor’s degree in Electrical Engineering or a related field; a college diploma in Electrical Power is also considered.
  • 5–8 years of experience in cost estimating for transmission line and substation projects across pre‑ and post‑contract phases.
  • 3–5 years of experience with electrical contractors is an asset.
  • PQS and/or P.Eng designation is considered a strong asset.

Responsibilities

  • Demonstrate extensive knowledge of transmission line systems, including overhead and underground HV systems, towers/poles, stringing, sagging, tensioning, insulators, OPGW, fiber optics, and line energization.
  • Apply in-depth expertise in substations and switchyards, covering transformers, breakers, disconnect switches, bus work, grounding grids, and yard works.
  • Possess sound knowledge of Protection, Control, and SCADA systems.
  • Understand mid- and low-voltage electrical components and familiarize with NECA and RS Means.
  • Interpret electrical drawings and specifications to define scope for estimating exercises.
  • Perform quantity take-offs and develop bills of materials for all electrical components.
  • Prepare cost estimates across all classification levels and stage gates from concept to 100% design.
  • Utilize estimating methodologies including parametric/deterministic approaches with crew cost methods.
  • Develop estimating roadmaps, Basis of Estimate, and final estimate packages.
  • Communicate with clients to clarify requirements, prepare RFIs, and incorporate feedback.

You are a seasonedSenior Transmission (High Voltage) Estimatorwho specializes in transmission line and substation projectswith a minimum of 10years’ experience looking for the next step or are currently undertaking a comparable role in a similar environment.

Job Description
  • Demonstrate extensive knowledge of transmission line systems, including overhead and underground HV systems, towers/poles, stringing, sagging, tensioning, insulators, OPGW, fiber optics, and line energization.
  • Apply in-depth expertise in substations and switchyards, covering transformers, breakers, disconnect switches, bus work, grounding grids, and yard works.
  • Possess sound knowledge of Protection, Control, and SCADA systems.
  • Understand mid- and low-voltage electrical components and have hands‑on experience with industry standards and manuals such as NECA and RS Means.
  • Interpret electrical drawings and specifications to define scope for estimating exercises.
  • Perform quantity take-offs and develop bills of materials for all electrical components.
  • Prepare cost estimates across all classification levels and stage gates of the pre‑construction phase—from conceptual sketches (Class 5) through 30% design (Class 3) to 100% detailed design (Class 1).
  • Utilize various estimating methodologies, including parametric and deterministic approaches, with strong experience in crew cost methods and creating assemblies.
  • Develop comprehensive estimating roadmaps, including Basis of Estimate (BoE), estimate reports, and final estimate packages.
  • Communicate effectively with clients to clarify project requirements, prepare RFIs, incorporate feedback, and ensure accurate final submissions.
  • Proficiently use takeoff software (Bluebeam, Cost X, On-Screen Takeoff) and estimating platforms such as InEight (Hard Dollar), Heavy Bid, or Sage.
  • Export and analyze estimate data in Excel, leveraging advanced functions and Pivot Tables for reporting.
Qualifications

The base salary range for this full-time role is $110,000.00 - $140,000.00per year. Ranges are determined by role and level and represent a good faith effort to provide a fair and equitable salary. This range is a reflection of base salary only, not of a total compensation package. Please note Turner & Townsend reserves the right to pay more or less than the posted range, depending on candidate’s experience and qualifications.
