Department: Digital & Cyber Security Operations

The Role

To develop and maintain the availability and reliability of PHO infrastructure applications and hardware, especially the specialized areas which are not supported by PHO's service provider. This role will also be responsible for supporting and maintaining the organization's Microsoft 365 environment and cloud infrastructure.

To provide 1st and 2nd level technical expertise and support to the roll out of new infrastructure and other applications, new security tools and technologies and the resolution of issues.

To maintain the operational security posture of the on-premises and cloud infrastructure, ensuring the confidentiality, integrity, and availability of systems and data.

To provide system and network support including running, maintaining and continually advancing a computational research infrastructure consisting of storage area networks, stand‐alone servers and high-performance Bio-computing clusters.

Key Responsibilities-

  • Collaborates with M365 and Cloud Engineers to roll out new infrastructure, infrastructure applications and supports the implementation of new security applications and technology.
  • Develops and maintains security documentation, policies, and procedures. Participates in security audits and compliance activities. Stays up to date on the latest security threats and vulnerabilities.
  • Installs, configures, and maintains infrastructure applications including but not limited to Microsoft M365, Azure, Teams, Exchange, Defender, BitLocker, CRM, PowerBI, SharePoint and VEEAM Data Protection Tools which collectively support such functions as telephony, customer relationship management, configuration management, data repositories, web content management, secure remote access and data protection.
  • Administers and supports cloud services, including Azure virtual machines, storage, networking, and security. Configure and maintain EntraID for user authentication and authorization. Implement and maintain security policies and configurations within M365 and Azure.
  • Monitors the performance and availability of M365 and cloud (Azure) services. Troubleshoots and resolve issues related to M365 and Azure. Automates tasks and processes within M365 and Azure using PowerShell or other scripting languages. Manages and maintains M365 licenses and subscriptions. Plans and executes migrations to M365 and Azure.
  • Installs, configures and maintains the development environment, UAT environment and test facilities for PHO infrastructure applications, assists in testing and deploying infrastructure management and security software and develops, tests and deploys other relevant software applications, including scientific.
  • Collaborates with the engineering team to deploy large‐scale data storage, virtualization, high performance computing and cloud‐based systems and provides guidance on future software and hardware deployment; transitions applications to the Production environment, including scientific software.
  • Configures and maintains storage and disk groups (e.g., RAID, LUNs, LUN masking) as necessary.
  • Installs, configures, and maintains Linux/Unix (Ubuntu/Red Hat/Solaris) based systems on bare metal and in a VMware ESX and Linux KVM environments.
  • Installs, configures, provides services from and maintains Microsoft Windows Server based physical hardware to support a complex VMware ESX, Microsoft Hyper-V virtualized computing environment along with cloud-based solutions such as Azure & AWS. Ensures the implementation of appropriate recovery mechanisms throughout the different levels of hardware and software abstraction.
  • Provides technical support and administration of high speed and secure LAN and WAN, deployment of new hardware and software.
  • Provides 1st and 2nd level technical support to problem resolution and technical advice and support to PHO business staff and IMIT colleagues.
  • Collaborates with Network, M365, cloud, and Cyber Security engineers to deploy and maintain system security measures, tests the infrastructure and applications using industry-accepted tools such as penetration testing and identifies weak points and vulnerabilities and recommends solution to improve protection.
  • Performs problem resolution including root cause analysis across the infrastructure (on-premises and cloud based), network and applications including analysis of performance and incident logs.
  • Engages key stakeholders and undertakes postmortem reviews of high severity incidents including documenting cause, impacts, resolution and recommendations to avoid recurrence and presents to senior staff and manager.
  • Creates or updates and enhances Standard Operating Procedures and documentation for infrastructure and security services, using guidelines focused on ease of understanding and completeness. Disseminates and explains to users and colleagues.
  • Researches and evaluates new technologies and bioinformatics and bio-computing, identifies those that can improve services and processes within the department and the business as a whole and makes recommendations to Manager, Digital & Cyber Security Operations.
  • Provides technical advice, problem solving and troubleshooting in support of PHOL surveillance and PHOL informatics needs as they develop.

Knowledge And Skills-

  • Knowledge of technical best practices for installation, configuration and service provision from Microsoft based systems including but not limited to Microsoft M365, Azure, Teams, Exchange, Defender, BitLocker, CRM, PowerBI, SharePoint and VEEAM Data Protection Tools to provide recommendations for improvement and assist in problem resolution.
  • Knowledge of currently deployed network storage technologies such as SAN, NAS, NFS, RAID and cloud-based storage (S3, ESB, Share Storage, Blob Storage, Table Storage and File Storage) in order to maintain congruency with service provider networks and use best facility to meet business needs.
  • Proven experience administering and supporting M365 environments with hands-on experience with cloud services and infrastructure and a strong understanding of Azure and EntraID.
  • Knowledge of M365 and Azure security best practices and experience with M365 and Azure monitoring tools.
  • Knowledge of server monitoring and reporting tools to maintain the performance of the server environments, anticipate problems and improve the reliability and availability of services.
  • Knowledge of web and database server technology to ensure appropriate technology is deployed to meet department staff and business customer needs.
  • Knowledge of cloud monitoring and reporting tools to maintain the performance of the server environments along with performance tuning and anticipating problems and improve the reliability and availability of services.
  • Knowledge of the MS Windows Server, VMware and its related virtualization technologies such as ESX and Virtual Center, and Hyper-V to assist in technical problem resolution and develop recommendations to improve the environment.
  • Knowledge of available security software and technologies to ensure that business and technical assets are protected.
  • Knowledge of formal service management tools such as ITIL to ensure that incidents, changes to the technical or security environments and hardware configurations are managed to a consistent standard.
  • Planning and organizational skills to manage multiple concurrent activities, incidents, installs, requests for service, support and technical advice.
  • Verbal and presentation skills to consult and communicate with management, IMIT colleagues, and stakeholders both internal and external to PHO regarding network, infrastructure or security activities or issues.
  • Verbal communication skills to provide 2nd and 3rd level technical support to users.
  • Written communication skills to prepare standard operating procedures, documentation and guidelines on infrastructure and services; such documentation must be clear, unambiguous and complete.

Education And Experience-

  • Undergraduate degree in computer science or industry certifications in relevant systems, network, M365, Azure and security administration.
  • 5 years of experience with Microsoft system administration and application administration.
  • Experience with PowerShell scripting for M365 and Azure automation.
  • Experience in network storage technologies (SAN, NAS, NFS, Samba, GlusterFS, RAID, AutoFS).
  • Experience with hardware virtualization and related technologies (KVM, XEN, VMware, Virtual Box).

Attributes and Competencies-

  • Work is conducted within the framework of PHO policies, protocols and standards and OPS security requirements and infrastructure best practices.
  • Ensures that all changes to the technical environment adhere to PHO policies and OPS I&IT directives.
  • Proactively identifies potential issues or problems that may result from new software install or a hardware upgrade, assesses risks and impacts, proposes mitigation and escalates to Network and Security Specialist and manager. Brings these issues and recommended mitigation to the attention of the manager.
  • Undertakes root cause analysis across the spectrum of technology, identifies problem and decides on best course of action to present to Network, M365, Azure, and Security Architects or decides upon and resolves problem in emergencies and in the absence of support.
  • Resolves day to day issues in the maintenance and administration of bio-computing software and infrastructure.
