SUMMARY
This pivotal role is responsible for developing and implementing our Enterprise Data Architecture strategy, ensuring that our data-related projects are aligned with our overall architectural framework, and ensuring that data is organized, accessible, secure, and aligned with business objectives.
ACCOUNTABILITIES
Develop and Implement Enterprise Data Architecture Strategy:
- Contribute and lead the implementation of comprehensive data strategy that ensures data architecture meets current and future strategic business requirements.
- Engage with stakeholders at all levels to identify needs and drive strategic initiatives.
- Represent and may lead meetings to provide strategic direction and recommend approaches to meeting business needs within budget.
- Manage enterprise data architecture roadmap, and schedule to ensure timely delivery and alignment with organizational goals.
- Develop business cases and proposals, implement innovative data architecture improvements, and oversee ongoing application maintenance.
- Collaborate with vendors and developers to develop features and connections that enable interpretation and collaboration with existing assets, increase effectiveness and productivity, and reduce effort and repetitive work.
- Apply broad or in-depth technical or senior professional knowledge of data architecture subject matter and understands how outcomes can impact other areas of BCFSA business.
- Exercise judgment to analyze complex issues and guides teams in the development of practical solutions.
- Define success metrics for data architecture features or services and tracks performance to ensure alignment with strategic goals.
- Establish and govern an enterprise data management framework to improve the quality, management, and use of data across the organization.
- Define and manage standards, guidelines, and processes to ensure data quality.
- Liaise with IM&T teams, business analysts, and data analytics teams to understand data consumers’ needs and develop solutions.
- Provide expertise in application architecture, recommending solutions that integrate seamlessly with the enterprise data architecture.
- Evaluate and select appropriate software or hardware and suggest integration methods to support the organization's data needs.
- Lead, coach, and mentor team members to build and enhance capabilities in data architecture and application development.
- Foster a culture of innovation, collaboration, and continuous improvement within the team.
- Work closely with IM&T and business stakeholders to understand their needs and ensure the data architecture meets those needs.
- Collaborate with BCFSA’s data engineer, data governance analyst, privacy officer, infrastructure team, developers, and business analysts to integrate data strategies and solutions across the organization.
- Work closely with vendors to assess and select data tools and software that align with the organization's technology stack and strategic goals.
- Conduct product evaluations, and proof of concepts, and make recommendations based on technical feasibility and cost-effectiveness.
- Act as a self-starter with a commitment to learning, sharing knowledge and applying insights from the evolving fields of data and artificial intelligence within the organization.
- Stay informed of industry trends, emerging technologies, and best practices in data architecture and application development to drive innovation and strategic initiatives.
- Lead and manage data-related projects, ensuring they are delivered on time, within scope, and budget.
- Oversee the architectural aspects of application development projects, ensuring best practices are followed.
- Ensure that data management and application development practices comply with relevant laws, regulations, and standards.
- Advocate for and implement data security, quality, and governance practices.
JOB REQUIREMENTS
- Minimum five years of relevant experience in defining business and technical data architecture requirements and managing end-to-end data architecture delivery.
- Extensive experience in data architecture design and development life cycle and in leading day-to-day data management.
- Strong understanding of database structures, theories, principles, and practices.
- Strong analytical and problem-solving skills.
- Hands-on experience with data modeling, data warehousing, and building ETL pipelines.
- Familiarity with software development methodologies and lifecycle management.
- Leadership experience with the ability to mentor and develop teams.
- Excellent communication and interpersonal skills, with the ability to engage effectively with Certifications in data architecture, application architecture, or related fields.
- Experience with cloud platforms and services (e.g., AWS, Azure, Google Cloud).
- Experience leading projects and teams involving data warehousing, data modeling, and data analysis.
- Knowledge of data privacy and security regulations relevant to the public sector.
- Design experience in Azure Databricks, PySpark, and Power BI/Tableau.
- Strong ability in programming languages such as Java, Python, and C/C++.
- Ability in data science languages/tools such as SQL, R, SAS, or Excel.
- Proficiency in the design and implementation of modern data architectures and concepts such as cloud services (AWS, Azure, GCP), real-time data distribution (Kafka, Dataflow), and modern data warehouse tools (Snowflake, Databricks).
- Experience with database technologies such as SQL, NoSQL, Oracle, Hadoop, or Teradata.
- Understanding of entity-relationship modeling, metadata systems, and data quality tools and techniques.
- Ability to assess traditional and modern data architecture components based on business needs.
- Experience with business intelligence tools and technologies such as ETL, Power BI, and Tableau.
- Ability to regularly learn and adopt new technology, especially in the ML/AI.
- Ability to collaborate and excel in complex, cross-functional teams involving data scientists, business analysts, and stakeholders.
EDUCATION
- Bachelor’s or Master’s degree in computer science, Information Technology Management, or related field.
