Halifax Water recherche un spécialiste en ingénierie environnementale pour rejoindre son équipe. Les candidats doivent posséder un diplôme technique en sciences de l'ingénierie et au moins cinq ans d'expérience dans le domaine.

Qualifications

  • Expérience d'au moins 5 ans en ingénierie municipale ou environnementale.
  • Membre enregistré ou éligible en tant que technologue en ingénierie certifié.
  • Capacité à être nommé agent spécial selon la Loi sur la police de la Nouvelle-Écosse.

Job description

Competition # HW24-163E Department Regulatory Services Primary Function

As a core member of the Environmental Engineering Team, perform technical duties related to water, wastewater and stormwater services. Carry out technical functions related to administering customer education programs, undertaking environmental investigations, analysis and reporting and enforcing compliance with Halifax Water’s Rules and Regulations for Water, Wastewater and Stormwater services. The protection of the health and safety of workers, the public, the environment and Halifax Water infrastructure is a key objective.

You will be responsible for your personal safety and that of your co-workers by observing all Occupational Health and Safety Rules and Regulations and Halifax Water’s Occupational Health and Safety Program Manual.

Duties & Responsibilities

  • Perform research, data collection, analysis / calculations and document preparation for correspondence, technical reports, concept designs and compliance solutions related to Environmental Engineering investigations.
  • Gather, interpret and provide technical reviews of CCTV reports, engineering reports, engineering drawings, survey reports, lateral cards and other databases.
  • Collect, review and assess data and information from field activities including sampling, testing (i.e. smoke, dye), flow metering and property and infrastructure inspections.
  • Collaborate in the development, evolution and delivery of educational materials and programs to internal and external Customers in support of Environmental Engineering objectives.
  • As a Special Constable, assist with enforcement related to non-compliant incidents, including compiling evidence, issuing Summary Offence Tickets, acting as an expert witness and interacting with Customers and others.
  • Perform inspections / investigations relating to residential, industrial, commercial and institutional compliance with Halifax Water’s Rules and Regulations for Water, Wastewater, and Stormwater Services.
  • Assist in the preparation of annual operational budgets, cost estimates and detailed quotes related to the acquisition of task specific equipment and services. Assist with tracking operational expenses for cost recovery.
  • Assist in developing and implementing Environmental Engineering strategies, policies, and procedures.
  • Collaborate with Water and Wastewater and Stormwater Services in addressing various operational issues related to non-compliant discharge(s) into Halifax Water infrastructure.
  • Assist Engineering and Engineering Approvals with various activities such as field investigations, data collection, system capacity assessments, and sampling / monitoring.
  • Review dewatering applications, make recommendations related to approval, and regulate the discharge into Halifax Water infrastructure.
  • Assist in the response to environmental emergencies such as hydrocarbon and hazardous material releases by assessing on-site conditions, determining impacts on Halifax Water infrastructure, and liaising with government regulators, insurance agencies, property owners, consultants, contractors and the public.
  • Monitor and coordinate the activities of consultants, contractors, and others related to Environmental Engineering objectives.
  • Develop proficiency in the use of specialized software programs (i.e. flow analysis programs, SCADA / PI, Arc GIS Online, GIS, Excel / Access databases and other industry software).
  • Liaise with Customers, regulatory agencies, consultants, contractors, property owners and Halifax Water staff to provide direction and guidance.
  • Perform other related duties as assigned.

Reports to : Environmental Coordinator

Minimum Qualifications

Education and Experience

Education :

  • Technical diploma in engineering sciences (or a related field) with an emphasis on environmental sciences, underground infrastructure management and municipal servicing (water, wastewater, stormwater).

Experience :

  • A minimum of five years’ experience in municipal / environmental engineering.

Other Requirements

Certificates / Licenses / Registrations :

  • Registered member or eligible for membership in TECHNOVA as a Certified Engineering Technologist.
  • Ability to be appointed as a Special Constable pursuant to the Nova Scotia Police Act.
  • Must possess a valid NS driver’s license.
  • Must be willing to undertake and maintain the following safety training : First Aid Global Harmonized System (GHS) – formerly WHMISAdditional safety training as identified based on legislative and operational requirements

Knowledge, Skills and Abilities

  • Strong written and oral communication skills.
  • Strong analytical, investigative and problem solving skills with emphasis on data / evidence collection and documentation.
  • Experience in inspections and investigations in the assessment of water, wastewater and stormwater infrastructure involving data collection, analysis, reporting and interactions with the public.
  • Skills in project / program coordination, contractor management and budget control.
  • Knowledge of water, wastewater and stormwater infrastructure and systems including design, construction, operation and maintenance, pretreatment devices, and hydraulic principles.
  • Knowledge of specifications, industry standards, codes, legislation, rules and regulations relating to municipal water, wastewater and stormwater systems.
  • Knowledge of inflow & infiltration reduction and pollution prevention principles including applicable procedures for sampling, testing, flow monitoring, inspection and associated equipment use.
  • Computer knowledge and proficiency in industry related software programs and applications.
  • Strong organizational skills, creative thinking and detail oriented to achieve accurate and innovative results.
  • Excellent Customer service skills and the ability to establish and maintain effective working relationships.
  • Ability to prioritize tasks and work independently or as a team with minimal supervision

Hours of Work : As per Collective Agreement
