JOB SUMMARY
Reporting to the Manager of Development Engineering, you will assist the Manager and Department's engineers in the review of technical submissions relating to residential infill applications. You will be required to liaise with landowners, consultants, other approval authorities and other departments.
KEY DUTIES AND RESPONSIBILITIES
- Review residential infill applications for 10 units or less under the supervision of an infill engineer, rezoning, land division, minor variances, site plan, and right-of-way works to ensure compliance with all applicable City standards and design criteria
- Review scope and cost of all new City infrastructure required to serve residential infill proposals, including water, wastewater, drainage, stormwater management facilities, access, and roads
- Review, comment on and recommend approval of all proposed engineering studies reports and plans including municipal servicing, stormwater management, geotechnical, and preliminary and detailed designs drawings; all submitted in support of residential infill applications
- Prepare written communication detailing City requirements
- Discuss/negotiate as required, with all parties associated with the residential infill applications, including the homeowners, developers, consultants, planners, lawyers, architects, and other City departments
- Prepare and review City works related conditions for all development agreements
- Administer securities and financial matters related to residential infill applications
- Represent the Engineering Department at meetings
- Conduct site review and provide technical recommendation for issues related to residential infill applications
- Investigate and respond to inquiries from the developers, consultants, staff from other agencies and governments, and the public
- Provide support to other staff members in the Engineering Department as assigned
- Assist Manager on special projects as required
- All other duties as assigned
REQUIRED SKILLS & COMPETENCIES
- Must have a minimum College Diploma in Civil Engineering (or Engineering Technology with specialty in Civil/Water Resources or equivalent combination of education and experience)
- Must be registered as a Certified Engineering Technologist (C.E.T.) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).Professional Engineer designation (P. Eng.) can be accepted in lieu of C.E.T.
- A minimum of 3 years’ experience directly related to the design and contract administration of municipal (Sewer, watermain, and roads) projects and land development. Previous experience in development review in a municipal environment is an asset
- Thorough working knowledge of the engineering principles involved in the design of municipal infrastructure
- Familiar with stormwater management principles
- Knowledge of the Planning Act, the Ontario Occupational Health and Safety Act, Provincial Standards Specifications (OPSS) and Ontario Provincial Standards Drawings (OPSD)
- Ability to read and interpret internal and external policies, construction drawings, specifications and various legislation related to the job duties
- Strong verbal and written communication skills and able to communicate effectively both orally and in writing at all organizational levels
- Ability to prepare clear and effective reports and letters for various subjects
- Working knowledge of Microsoft Office applications with the ability to create and maintain databases and software templates
- Ability to plan, prioritize, organize and work with minimal supervision
- Ability to meet deadlines and work under pressure situations
- Advanced problem solving, mathematical skill and project coordination skills and the ability to exercise independent judgment in dealing with technical matters
- Experience in construction and engineering materials is an asset
- Submission and maintenance of Ontario Driver's License – Class ‘G’ and access to personal vehicle for business purposes.
