Engineering Technician – Field Services

Reporting to the Development Engineer, the Engineering Technician is responsible for ensuring municipal infrastructure projects and private developments (i.e. Greenhouse, Industrial, Commercial, Institutional, and Residential developments) comply with approved site plans and subdivision agreements, municipal standards, and applicable legislation. This includes infrastructure such as roads, watermains, sanitary and storm sewers, sidewalks, grading, lot services, and other municipal infrastructure components. The Engineering Technician serves as the Town’s on-site representative, maintaining field-level oversight to ensure developments proceed in accordance with municipal expectations and approvals.

Responsibilities

Field Inspection and Compliance
  • Conduct site inspections for private developments and subdivisions to ensure construction is in accordance with approved engineering drawings, site plans, grading and servicing plans, and applicable standards.
  • Monitor and track development agreement conditions from pre-construction through project completion, ensuring developers and contractors meet all municipal requirements, approvals, and obligations.
  • Identify, document, and report any deficiencies or deviations from approved designs and report them to the Development Engineer for direction.
  • Witness and document quality assurance testing (e.g., watermain pressure/chlorination, CCTV, compaction testing); assist the Development Engineer in confirming that test results meet Town and regulatory requirements.
  • Monitor erosion and sediment control measures and ensure compliance with environmental regulations.
  • Attend pre-construction meetings, progress meetings, and final assumption inspections as the Town's representative.
  • Conduct pre- and post-construction condition assessments of Town infrastructure adjacent to development projects and report findings to support final acceptance decisions.
  • Review and verify developer-submitted as-built drawings for accuracy and alignment with constructed conditions; raise discrepancies to the Development Engineer for direction.
  • Maintain organized and detailed inspection records, including site photos, inspection logs, and testing documentation for use by Engineering staff.
  • Coordinate with Building and Planning staff to support construction approvals and inspections.
  • Provide general on-site technical guidance to contractors and developers regarding Town standards and requirements, escalating questions or issues to the Development Engineer as needed.
  • Assist in interpreting sewer CCTV inspection videos to identify deficiencies and recommend necessary repairs.
  • Assist the Development Engineer in preparing and organizing documentation for the release of development securities through the Planning Department, following confirmation that all work has been completed in accordance with Town standards.
  • Support the Development Engineer in developing cost estimates and compiling technical information related to corrective work, warranty repairs, or future maintenance needs.

Technical and Engineering Support
  • Assist in monitoring contractors and consultants on municipal capital projects by providing on-site presence, supporting field inspections, and reporting progress or concerns to the supervising engineer or project manager to ensure work is carried out in accordance with approved plans and standards.
  • Liaise and/or assist GIS technicians to maintain accurate infrastructure records.
  • Assist in reviewing new development applications under the direction of the Development Engineer.
  • Follow municipal retention schedules to archive completed projects and dispose of expired records securely and legally. Organize electronic and physical files so they are easily retrievable for internal staff, auditors, or public inquiries.
  • Assist with policy development related to construction, servicing, traffic operations, and utilities.
  • Assist in the review of traffic control and construction management plans to ensure compliance with municipal standards and applicable regulations.
  • Communicate to residents with respect to private developments and respond to and/or resolve inquiries from the public.
  • Other duties as assigned.
Qualifications, Knowledge, and Skills
    • Community College Diploma (3 year) in Civil Engineering Technology or equivalent.
    • Registered as a Certified Engineering Technologist (CET) with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT).
    • Minimum 2 – 3 years of professional experience in a municipal engineering environment and/or civil construction.
    • Proficient with Microsoft Office, AutoCAD, GIS Mapping Software, and total station surveying equipment.
    • Must possess a valid “G class” Ontario driver's licence.

Working Conditions
  • Work will be performed in both office and field settings.
  • Field work will involve exposure to noise, dust, uneven surfaces, and varying weather conditions.
  • Evening and weekend work may be required to monitor construction or attend meetings.
  • Travel throughout the municipality using a Town or personal vehicle as required.
Wage Rate
Wage rate will be commensurate with experience and education.
$69,439 - $100,467, Non-union position (Salary band 4-5)
