Malahat Nation has been dedicated to protecting and understanding the local land & marine environments since time immemorial and must be a part of building the understanding required to manage these valuable resources effectively. Malahat Nation is seeking a dedicated and hard-working Emergency Management Program Lead with experience working with Indigenous communities in Lands & Environment initiatives. This position is ideal for you if you are an innovator able to engage in the community and you have a strong desire to make a difference in our community. Our staff are offered opportunities for professional growth and development.PURPOSE: Reporting to the Director of Lands and Environment, the Emergency Management Program Lead is responsible for overseeing and coordinating the Emergency Management Program, developing, reviewing, and maintaining the Emergency Preparedness Plans and updates accordingly within Malahat Nation established guidelines and policies. This position is a fulltime permanent position, based in the office, with possibility of a hybrid working arrangement. Occasional travel may be required.RESPONSIBILITIES: Lead the Emergency Management Program including direct and indirect support for related emergency planning such as an Emergency Preparedness Plan and Safety Plan, Community Wildfire Protection Plan, Occupational Safety & Health (OSH), Communicable Disease Emergency Plan, Comprehensive Community Plan, and planning relating to protection of public health (Health Emergency Management) Assist in the hiring process for Emergency Management Program staff in collaboration with Human Resources. Direct, supervise, monitor, and evaluate performance of employees and discipline where necessary in accordance with the Human Resources Policy Collaborate and support as the liaison between Chief and Council, Director, and the Emergency Management Working Group Develop or update the Nation-based, all-hazards Emergency Plan and develop and implement an overall Emergency Program focussed on mitigation, preparedness, response and recovery Develop and implement a multi-year Malahat Nation Emergency Preparedness and Safety Plan Workplan along with training and exercise plan for staff and leadership Develop and implement a multi-year Training and Exercise Plan for leadership, staff and volunteers Oversee the development of a Community Wildfire Protection Plan (including FireSmart and forest fuel reduction management activities) Oversee the financial and human resource management aspects of managed projects in alignment with Financial Administrative Law (FAL) and Malahat Nation law and policy Coordinate annual assessment of local risks, evaluation of mitigation projects, preparing evacuation plans, and other responsibilities Coordinate implementation of strategies recommended by the Emergency Management Working Group i.e. hold public awareness sessions, organize training, and establishing EOC facilities Coordinate the purchase and tracking of all equipment, materials and supplies on behalf of the program Produce appropriate agendas, materials and summaries, and arrange and facilitate meetings of the Emergency Management Working Group Manage budgets and report regularly on the progress of the Emergency Management Program and any associated project
