Job summary

LGD of Pinawa seeks an Economic & Community Development Officer to lead land use, housing, and economic growth strategies in our growing community along the Winnipeg River.

You will work with LGD staff, Council, and partners to drive housing development, business growth, and grant funding while engaging residents and stakeholders in planning efforts.

Qualifications

  • Education in economic development or related field with progressive municipal/government experience.
  • Strong knowledge of municipal land use and grant writing.
  • Experience with financial evaluation and GIS/mapping tools.
  • Proficiency in digital media communications and stakeholder engagement.

Responsibilities

  • Land & Housing Strategy: evaluate land parcels and inventories; formulate housing strategies.
  • Economic Growth & Marketing: develop incentive frameworks and regional networks; support growth plans.
  • Community Planning & Revenue: assist with development plans, zoning updates, and grant funding.
  • Strategic Partnerships: maintain intergovernmental relationships and support resilience planning.
  • Public Communications: manage digital channels; draft council reports and coordinate events.

Job description

Position Type: Full-Time Permanent (Unionized) | Hours: 40 Hours/Week (Mon-Fri)

Compensation: $87,360 - 95,222 annually, based on qualifications (per LGD of Pinawa Collective Agreement).

As our Economic & Community Development Officer, you'll be a key player on our administrative management team, collaborating directly with LGD staff, Council, regional partners, and community members. From driving housing strategies and land development to championing business growth, grant funding, and community engagement, no two days will look the same.

Key Responsibilities
  • Land & Housing Strategy: Evaluate LGD land parcels, establish land inventories, and formulate housing
    strategies to address residential and industrial demand.
  • Economic Growth & Marketing: Review & develop incentive frameworks, create online business tools, build regional stakeholder networks, and execute economic development plans.
  • Community Planning & Revenue: Assist with Secondary Development Plan and Zoning By-Law updates,
    streamline business lease agreements, and secure federal/provincial grant funding.
  • Strategic Partnerships: Maintain intergovernmental relationships, collaborate with AECL/CNL transition
    frameworks, and support the Pinawa Resiliency Plan.
  • Public Communications: Manage LGD digital media channels, draft Council reports, coordinate community events, and support newcomer settlement initiatives.
Key Qualifications & Core Competencies
  • Education & Experience: Post-secondary education or certification in Economic Development, Urban Planning, Business Administration, Municipal Administration, or a related field, combined with progressive experience in municipal, government, or business environments.
  • Skills: Strong knowledge of municipal land use, grant writing, financial evaluation, GIS/mapping tools, and digital media communications.
  • Mindset & Approach: Pragmatic and flexible, with a proven ability to deliver quality outcomes and solve complex problem for
