Context
This role will be leading an asset delivery / project delivery on Yonge North & Scarborough Subway Extension projects in a Progressive Design Build Contract.
Missions / Main Duties
- Supports the Vice President - SSE to provide management, leadership & overarching oversight for the SSE project.
- Collaborates with VP to lead all aspects of project delivery including safety, scope, cost, schedule & quality management, and provides support as required.
- Leads a culture of best practice for health, safety, well-being, and quality.
- Collaborates with stakeholders to ensure projects are implemented consistently, efficiently, safely, and in a coordinated integrated manner.
- Provides strategic, tactical & collaborative leadership to deliver projects through an Integrated Progressive Design Build (IPDB) delivery model.
- Leads team through project lifecycle of construction, commissioning (Cx), and handover to operational service to approved standards, procedures, controls & requirements.
- Ensures the implementation of approved quality plan / processes complies with project plans & all relevant standards.
- Leads development & implementation of delivery strategies, providing administrative, technical oversight for consistency, coordination, and successful completion.
- Manages the integration of project contracts, design, environmental assessments, community & municipal commitments, quality, and property acquisitions.
- Interfaces with functional units to ensure the delivery teams receive required functional unit support to ensure efficient project delivery.
- Manages various partners to oversee the delivery of multiple project packages, providing leadership in delivery direction, people development, and drive change.
- Provides oversight & direction on all aspects including construction planning, design, procurement, construction, commissioning, and owner hand-over phases.
- Oversees & manages the planning, progressive design, and construction of SRS's, ensuring project meets approved schedules, budget & deliverables.
- Monitors the project to ensure works are fit for purpose & comply with contract, statutory & legislative requirements.
- Monitors project budgets & forecasts cash flows, milestones against approved budgets, recommends costs approvals, variations, and monitors project costs.
- Provides reporting on progress, expenditures, slippage, and other issues.
- Manages, monitors & mitigates project risks through the risk management plan, providing guidance & direction in relation to risks & interdependencies.
- Leads activities of delivery contractors in accordance with Construction Management Plan, including planning, management & construction of activities.
- Manages project changes; handles change orders with contractors, including negotiating, processing & assessing cost & schedule impacts.
- Ensures all required processes are clearly identified & approved before progressing.
- Ensures contract documents reflect issued addendums and are updated regularly to reflect issued change orders.
- Collaborates with a variety of internal & external stakeholders, including municipalities & third-party utility providers.
- Ensures necessary approvals are in place for quality, jurisdictional, environmental & other requirements to ensure project can proceed without delay.
- Supports the development of construction approach for works packages and provides input into the feasibility & stages of development.
- Manages monthly project reporting on progress, cost, quality, safety & environmental issues.
- Ensures safe-working via compliance with the System Requirement, Safety Responsibilities, and the Safety Management System.
- Ensures the appropriate administration of all branch contract packages.
- Supports & contributes to tender assessments, including participating on tender evaluation committee & preparation of tender & contract documents.
- Makes complex judgements on the best strategies to maximize preparedness for upcoming / future works.
Profile / Skills
Experience :
Minimum (20) years of experience in rail and transit construction, program management inclusive of at least three (3) years of recent experience in a Senior Leadership position leading large Rail Infrastructure project(s) of $500M+ value.
Experience of similar work in the stages of Transit - project development and construction, testing and commissioning.
Education :
Bachelor’s degree or Diploma in an Engineering or Construction Management field.
Licenses OR Certifications :
Holding recognized certification in area of specialty as needed.

- Experience in alliance procurement model, progressive design and build, Early Construction Involvement.
- Knowledgeable in program structuring and contract packaging.
