Position Summary

BCIT’s Enterprise Risk & Internal Audit department is seeking a regular, full-time (1.0 FTE) Associate Director, Enterprise Risk Management.This position manages the delivery and continued maturity of the Institute’s Enterprise Risk Management (ERM) Program. Promotes the ERM strategy and plan and provides regular reporting to the Executive Team, Audit and Finance Committee, and Board of Governors. Leads and manages ERM operations across the Institute, establishing and implementing related priorities, and executing the Institute’s risk assessment process and analysis. Provides expertise to all levels of management on risk management practices and strategies. Establishes communications plans that ensure awareness and understanding of BCIT’s ERM Program and promotes a strong risk intelligent culture across the Institute.

Duties & Responsibilities

Key Accountabilities

  • Participates as a member of the ERIA leadership team, providing input to the enhancement of the ERM Program, sharing responsibility for departmental success.
  • Acts as an advisor to the Director, Executive Team, Audit and Finance Committee and the Board of Governors in effective oversight of the Institute’s risk management practices. Supports the Director in all elements of enhancing and presenting the ERM framework, strategy, plans and reports to the Executive Team, Audit and Finance Committee, and Board of Governors.
  • Advances the ERM Program including approach, policies, practices, processes and all other program elements to ensure consistency with current best practices, and with ERIA and Institute goals.
  • Identifies, monitors and reports on the management of material risks to BCIT. Assesses the strength of the governance model and enterprise risk management policy, risk tolerance standards and risk practices and provides improvement opportunities.
  • Keeps the Director apprised of the emerging plan for and elements of the ERM Program while receiving input and support on critical direction. Provides reports at regular intervals to keep Director informed of Program status, achievements, challenges and opportunities.
  • Drive change and supports BCIT in understanding risks to the Institutes’ strategic priorities and provides expertise to all levels on risk management practices and activities, including risk-related input to BCIT initiatives and committees.
  • Leads and manages ERM operations across the Institute, establishing priorities and objectives; identifying and assessing material risks; overseeing and providing guidance on development of risk reports, mitigation plans and related activities; and monitoring the Institute’s risk management maturity. Leads initiatives to optimize the Institute’s ERM operations and risk mitigation.
  • Develops and executes on the Institute’s risk assessment process and analyzes related results. Develops risk map, exhibiting Institute risks; analyzes cost of managing risks; maintains the Institute’s risk register and other tools used to assess and measure risk.
  • Establishes communication plans raising awareness and understanding of the ERM program, promotes a strong risk intelligent culture, and fosters a proactive approach to managing identified risks. Develops, facilitates, and oversees training to build risk management capabilities across BCIT.
  • Champions a culture of risk ownership and accountability inspiring staff to strive for the achievement of ongoing success at BCIT. Conducts research of best practice, trends and methods, and determines appropriate application to optimize the ERM program and related operations and initiatives.
  • Provides assistance and support to management in the formulation of risk assessments, development and implementation of risk management activities and systems for their areas of responsibility.
  • Develops and oversees the process for collating and reporting of compliance with significant statutory, legislative, regulatory and contractual compliance across the Institute across all lines of business, and provides regular reporting and identification of significant risks.
  • Manages reporting staff, volunteers, oversees and participates in selection, coaching, mentoring, development, performance management and all other people-management practices.

Qualifications

Qualifications & Requirements

  • Bachelor’s Degree in business administration, finance, accounting, economics or related field
  • Specialized training in risk management with achievement of a designation (i.e. CRM or CRMA)
  • Six years’ experience at progressive levels of responsibility in enterprise risk management, including end-to-end assessment processes in a large complex organization. Experience working with a post-secondary institution or a publicly funded organization would be an asset
  • An equivalent combination of education and experience may be considered
  • Expert knowledge of the concepts, theories, and practices of enterprise risk management, including identification, assessment and mitigation of risks in a large, complex organization
  • Expert knowledge of leading ERM standards and frameworks, including BC’s guidelines, regulations and standards
  • Strong leadership skills, with ability to develop, implement and lead an ERM program, and promote a culture of intelligent risk management
  • Strong organization and planning skills, with ability to develop plans, policies, practices and processes and drive strategy implementation
  • Strong project management skills, with ability to lead initiatives aimed at optimizing the ERM Program operations across a large complex organization
  • Expert communication and interpersonal skills, with ability to facilitate, negotiate and provide positive influence all levels, including the Executive Team, Audit and Finance Committee, and Board of Governors, and also with external authorities and stakeholders, including facilitating, educating, guiding, and reporting results from these interactions
  • Excellent analytical skills and ability to apply sound judgment in problem solving, evaluating courses of action, and making decisions on complex ERM matters while using data analytics, as necessary
