Purpose
Reporting to the Superintendent, Human Resources, the successful candidate will work collaboratively with the Director, Operations and Integrated Services and Director, Employee Relations to lead a team of HR professionals in creating, delivering and maintaining programs, practices and processes through an integrated approach focused on finding the right person, for the right role at the right time.
Accountability
This position is accountable for the contribution to the advancement of CBE as a cohesive educational community that places student learning at its center. This purpose will be met by leading educational thought with an inclusive and multi-faceted perspective on organizational success.
Major Responsibilities
Leading and coordinating a team of functional experts in HR practices, working collaboratively to create programs and services to address workforce planning and sourcing, recruitment/retention and succession planning.
Effectively manage retention programs and practices with contractual obligations and collective bargaining rights.
Designs and manages transfer and placement processes to ensure effective deployment of employees while meeting contractual obligations, entitlements and collective agreements.
Ensures all recruitment and retention practices are aligned with collective bargaining agreements, the Education Act, Canada Revenue and Labour Standards.
Directs and ensures the development of strategies to forecast and respond to changing workforce needs. Identifies human resource talent required to meet the organization’s goals and objectives as it pertains to human capital.
Ensures all practices established are based on sound research and analysis.
Benchmarking methods of successful organizations, creating partnerships and learning forums for CBE, ensuring the organization is deploying progressive and leading edge practices that are relevant to its priorities and culture.
Creating systemized practices and HR processes to respond to, support and address the needs of the organization with regards to all areas of Talent Management, providing consistent and relevant services to leaders and to the employee experience, in support of ‘employer of choice’ practices.
Analysis of metrics designed to identify successful practices as well as areas of opportunity, identifying root causes and implementing effective solutions.
Aligning Talent Management program development with technology capacity and operational effectiveness based on a solid business case from both a financial and systems perspective.
Participating in operations project management initiatives as a content expert, providing performance metric data and analysis to ensure overall performance measures are relevant and aligned with the Three Year Plan.
Implements deployment procedures to ensure that newly hired employees to the Calgary Board of Education are accurately assigned the appropriate total compensation program, and employment provisions and electronic profiles are created for their newly accepted position. Directs the provision and administration of orientation programs to successful candidates and employees.
Establishes processes for granting of secondments, teacher exchanges and professional improvement fellowships for CBE employees. May approve secondment and teacher exchange opportunities. Participates in the approval of professional improvement fellowships for teachers and professional support staff.
Performs other related duties as assigned to meet service unit and system goals and objectives.
qualifications
Education and Experience
Graduate Degree in Human Resources, Business Administration, Education or related field.
Experience in unionized environment an asset
Experience in education, public sector, or non-profit organizations an asset
Demonstrated success as a leader, leading Human Resource specialists in complex organizations designing and creating leading edge HR programs, practices and services.
An HR strategist having held progressively senior roles, with a track record of successfully leading HR teams in large, complex and evolving organizations
Well-developed strategy and communications experience, competence in HRIS Systems environment (PeopleSoft preferred) ability to negotiate complex vendor contracts and supply arrangements.
An equivalent combination of related post-secondary education and experience may be considered.

Ability to speak and present in public;
Ability to create and maintain an environment that fosters creativity, diversity, innovation and encourages initiative and calculated risk taking;
Expertise in building and leading teams combined with the ability to achieve consensus when appropriate;
Ability to create positive relations, to establish rapport and influence various interest groups and stakeholders;
Strong desire to achieve results;
