Here Is What You Will Be Doing

Join our dynamic team as the Director, Performance, Accountability and Funding Allocation, reporting to the Vice President, Performance, Accountability and Funding Allocation. This pivotal role focuses on overseeing financial allocations to transfer payment agencies, monitoring system performance, and fostering strong relationships with Health Service Providers (HSP), Ontario Health, and Ministry partners. Please be advised that the scope of this role is regional in nature and therefore, will focus on the pertinent region’s particular needs.

Key Responsibilities

  • Oversee HSP accountability agreements, and system performance indicators.
  • Review health service provider capital plans.
  • Participate in committees to improve regional health system performance.
  • Provide expert advice on provincial funding formulas and regional funding plans.
  • Oversee funding allocation and advise on health system, capital, and integration plans.
  • Identify and monitor high-risk issues related to HSP financial and service performance and contribute to enterprise risk management.
  • Prepare performance reports for leadership teams, ministries, and other key parties
  • Engage in provincial discussions on funding frameworks and coordinate with stakeholders.
  • Develop and implement inter-region strategies and regional goals / objectives.
  • Lead Performance, Accountability and Funding Allocation staff, ensuring alignment with best practices and policies.
  • Negotiate targets with providers, ensuring accountability and performance improvement.
  • Support and evaluate health provider performance, addressing unmet accountability targets.
  • Contribute to policies and strategies for performance management and report team progress to executives.
  • Perform other duties as assigned.

Education And Experience

  • Post-secondary or Master’s degree in business administration, finance, health administration or relevant field
  • Certified Professional Accounting (CPA) considered a strong asset.
  • 7-10 years of relevant experience. Management experience is an asset.

Knowledge And Skills

  • Senior management experience in complex and dynamic health care environments in the public and / or private sectors in finance with expert understanding of one or more health care sectors.
  • Significant experience performing financial analyses and critical evaluations of complex financial programs.
  • Demonstrated experience with operational or strategic decision-making related to program funding.
  • Experience in analyzing and interpreting performance data, including financial / statistical data and quality indicators.
  • In-depth understanding of the Ontario health-care system, its stakeholders, programs and issues.
  • Experience in risk management and demonstrated capacity to identify and respond quickly to emerging issues and priorities.
  • Deep understanding of provincial funding models in use across one or more health-care sectors and familiarity with government financial processes, policies and standards.
  • Strong Change Management Skills : Able to focus priorities and drive for positive change; encourages and holds themselves and others accountable.
  • Communication and interpersonal skills, to work effectively with other people-leaders and staff, and to liaise with colleagues across Ontario Health and with contacts in the ministry.
  • Experience in effectively working collaboratively with the senior leadership team and staff to lead them through development, change and transition.
  • Demonstrated understanding of local health issues, priorities and needs while recognizing the broader trends in health care policy and system development.
  • Demonstrated leadership in facilitation and negotiation with multiple stakeholders and service providers.
  • Proven ability to build, enhance and maintain strategic relationships with the community, local and provincial governments, health service providers and others.
  • Strong inter-personal skills and proven ability to build and maintain strategic relations with diverse health service providers.
  • Effective communication skills including : listening, writing, presenting, articulate conveyance of messages in an honest, open, transparent and straight-forward style.
  • Demonstrated experience in leading and managing staff and work teams.
  • French language abilities is a strong asset.

Location : Toronto, Whitby, Kingston, Ottawa, Ontario (currently hybrid; subject to change).
