Director, People Culture & Labour Relations

The Director, People Culture and Labour Relations is a key leadership role responsible for overseeing and executing human resources strategies that align with business goals while ensuring compliance with all labour relations policies and collective agreements. Reporting directly to the Senior Director, People & Culture, this role will play a critical function in managing both operational and strategic HR initiatives, with a specialized focus on labour relations.
- Provide strategic leadership and expert guidance to management on complex employee relations matters, including disciplinary actions, terminations, and compliance with federal employment laws and regulations.
- Lead a team of 2 Senior Advisors and 4 Advisors of Employee Care, ensuring effective support in labour relations, workplace investigations, and employee engagement initiatives.
- Foster a positive and collaborative work environment by developing and implementing conflict resolution strategies and proactive labour relations initiatives.
- Lead workplace investigations, ensuring fair and timely resolution of employee complaints while mitigating organizational risks.
- Serve as a key liaison between leadership and cross-functional teams across the Pacific Region to align HR and labour relations strategies with business objectives.
- Oversee grievance procedures, arbitration processes, and collective bargaining negotiations to ensure successful outcomes that align with organizational priorities.
- Develop and implement comprehensive training programs for leaders and employees on collective agreements, workplace respect, conflict management, and harassment prevention.
- Analyze employee engagement, workforce trends, and turnover data to drive proactive strategies that enhance retention and workplace culture.
- Ensure ongoing compliance with federal employment legislation and collective agreements while continuously improving HR policies and procedures.
- Provide expert knowledge on collective agreement interpretations and best practices in labour relations.
- Collaborate with the Senior Director, People & Culture to refine and maintain policies, handbooks, and organizational HR frameworks to support business and operational needs.
- Lead the development and execution of HR strategies that support workforce planning, organizational effectiveness, and long-term business goals.
What you bring to PASS :
- 10-15+ years of experience in progressive HR experience, with experience in Director / Senior level leadership role overseeing HR Functions (Talent Acquisition, Labour Relations, Employee Relations / Employee Care)
- Post Secondary training in Human Resources and / or CPHR, CHRL designations are a strong asset
- Extensive experience working in a union / muli-unionized environment (union relations, collective bargaining, grievance process, arbitration etc.)
- In-depth knowledge of employment law and compliance- ideally experience in a federally regulated organization
- Strategic thinker- able to make sound, evidence-based decisions and translate business strategy into HR initiatives
- Proven ability to build and maintain strong relationships with team members at every level and internal / external stakeholders
- Demonstrated ability to drive strategic projects towards long-term business plans and simultaneously provide hands-on support for day-to-day HR functions
- Able to travel across Western Canada as required (investigations, site visits, collective bargaining)
- Able to obtain Transport Security Clearance, and additional Federal Clearance / no un-pardoned criminal background
