Position Summary

The Justice Institute of British Columbia (JIBC) has an opportunity for a seasoned People and Culture professional seeking a long-term contract. The Director of People and Culture is an 18-month term position covering a parental leave between approximately May 2025 and October 2026.

The Director, People and Culture is responsible for planning and developing a wide range of human resources programs and initiatives and overseeing talent management programs and services for the organization including organizational development, employee and labour relations, recruitment and retention, performance management, total compensation, and benefits and disability management.

As a key leader in the People and Culture team, as well as the broader Senior Leadership Committee at JIBC, the Director, People and Culture contributes to strategic initiatives across the organization.

Key Areas Of Responsibility Include
  • People and Culture Team Leadership: Provide direction and guidance to the human resource professionals in the People and Culture team, fostering an environment of collaboration and a strong service excellence culture. Inspire, motivate, and guide team members as well as build commitment, team spirit and trust.
  • Culture, EDI and Indigenization: Ensure JIBC People and Culture programs and processes are aligned to JIBC’s culture goals and commitments to equity, diversity and inclusion, and Indigenization. Drive actions to remove barriers, increase knowledge and understanding, and advance Indigenization.
  • Labour Relations and Collective Agreement Negotiations: Ensure a proactive and collaborative working relationships with the Union and its stewards to facilitate a positive labour relations environment. Lead labour relations strategy, collective bargaining strategies, and oversee the grievance process.
  • Organizational and Leadership Development: Partner with leaders on organizational structure and staffing plans, support organizational structure change, and advise on position design to drive role clarity. Manage the development and delivery of programs that drive the quality and continuity of leaders across JIBC.
  • Development and Delivery of HR Programs and Services: Lead the implementation of human resource programs and initiatives currently in development, manage all core programs and services, and continue process improvements to maximize the impact of the People and Culture team.

Qualifications & Requirements
  • Experience as a Human Resources leader, preferably with experience in a public sector environment.
  • An undergraduate or Master's degree in a relevant discipline is required.
  • A Certified Professional in Human Resources (CPHR) or progress towards the designation preferred.
  • Possession of team leadership experience.
  • Background in labour relations and collective agreement negotiations.
  • Share our vision for driving the evolution of culture, employee experience and goal achievement at JIBC through innovative and impactful people and culture programs and services.
  • Collaborative and believe in the power of partnering to solve problems.
  • Incumbent should be tech-savvy and have experience leading process and system improvements.

What JIBC Offers

Fair Comparison/Excluded: We offer a total compensation package that includes a benefit plan, which includes Extended Health and Dental Benefits after three months, and enrollment in the College Pension Plan upon hire. In addition, we offer 20 vacation days and 10 Personal Days annually (pro-rated in first year), as well as generous other leave entitlements.

Salary Range

$138,740 - $163,225 annually – Fair Comparison Excluded Compensation Salary. The Compensation Range shown reflects JIBC's range for the role: between 85% and 100% of the sector range control point. In the normal course, employees will be hired, transferred, or promoted between 85% - 94% of the control point, based on the knowledge, qualifications, and experience for the role, with exceptions in the 95% - 100% range.
