Job summary

York Region in Ontario seeks a Director, Operational Planning to lead program planning, budgeting and performance metrics for Paramedic and Seniors Services. You will shape data strategy, quality assurance and capital delivery while collaborating with ITS, IBS and Property Services to meet strategic goals.

You will supervise staff, manage contracts, ensure policy compliance and coordinate reporting to Council and senior management.

ABOUT THE ROLE

Reporting to the General Manager, Paramedic & Seniors Services, is responsible for the oversight of program planning and operational policy development for the branch including the developing and implementing a strategy for data, quality assurance and analysis needs to ensure value to drive continuous improvement processes and business decisions; man aging compliance and reporting metrics to quantify service quality standards, key performance indicators (KPI’s) and benchmarks; supporting operational divisions in the investigation of clinical performance concerns/issues; leading the development and implementation of the Paramedic & Seniors Services capital planning and delivery (asset management plans and facility maintenance) in consultation with Property Services; overseeing all contracts, agreement and procurement activities; supporting strategic planning, communication planning and budgeting for the branch; acts as Branch liaison with the Commissioner’s office on Department Strategic Planning and Performance; and overseeing branch information technology projects and on-going technology requirements in coordination with Information Technology (ITS) and Integrated Business Services (IBS) Branch.

WHAT YOU'LL BE DOING
Business/Strategic Planning, Budget and Financial Management Functions:
  • Responsible for the overall direction, goal and strategy setting, development of objectives, and for providing leadership oversight to policies and procedures for all of the division’s areas of business related to operational planning services.
  • Develops and monitors annual and multi-year branch budgets and business plans, grant application process for funding; and coordinates submission of the Branch budget with the support and guidance of the IBS and in accordance with Regional guidelines and by-laws.
  • Develops the division’s annual business plan, oversees implementation and monitors the action plan for achieving results, regular evaluation of targets and outcomes, taking corrective action where/when necessary and regularly reporting on progress.
  • Leads Branch management staff through a process of planning and developing long range objectives and continually promotes on-going management commitment to continuous improvement with respect to the division's areas of business.
  • Oversees preparation of branch decision documents for regional council and the Commissioner of Community and Health Services, including council reports, business cases, and briefing documents.
  • Coordinates Branch input into Corporate and Department strategic plans.
Data Analysis, Reporting, Quality Assurance and Performance Management Functions:
  • Leads Branch data strategy development and implementation in alignment with the Department and Corporate strategic initiatives
  • Develops and implements overarching short and long-term business plans and strategies related to data collection, analysis and metrics to ensure that data provides value add to support and drive future business decisions.
  • Oversees data and trend metrics, data analysis and CQI metrics required to define service trends, service gaps; utilizes data to determine the need for process reviews and process changes; and determines the applicability of data to support decision making related to programs and services.
  • Provides oversight to the development of reports on a variety of data analysis and metrics for senior management to support business decisions, resource needs and service delivery improvement.
  • Oversees the completion and submission of provincial and regional reporting requirements within the Branch
  • Leads the implementation of quality improvement frameworks for branch operations including quality assurance activities to monitor program effectiveness and support continuous quality improvement.
  • Oversees development of key program performance metrics; works with management staff to implement programs and manages performance to meet or exceed targets.
  • Oversees the attainment of accreditation requirements of Seniors Services with accrediting organizations and participates on provincial task force/committees or compliance reviews on issue (s) as directed.
Contracts and Procurement Management Functions:
  • Oversees the management of all aspects of the procurement processes and contract requirements for the Branch to ensure that all current and future goods and services requirements are met in consultation with Corporate Procurement office, IBS, Legal, Insurance & Risk and Finance.
  • Leads all procurement plans for the Branch and develops short / long term strategies to meet operational requirements.
  • Ensure adherence to the Region’s Purchasing By-law, policies and guidelines.
Capital Delivery, Asset Management and Technology Support Functions:
  • In partnership with the Property Services and the IBS branches, oversees the development and implementation of capital plans for Paramedic & Seniors Services facilities and in consultation with key stakeholders related to the building or replacement of Paramedic & Seniors Services facilities.
  • Provides oversight to the implementation of comprehensive systems and programs in the management and maintenance of branch facilities in accordance with legislation and regulations, and internal policies, including risk management and in partnership with Property Services and the Integrated Business Services (IBSB) branches.
  • Directs the development, implementation, and monitoring of Branch technology systems, processes and practices, including hardware/software requirements in collaboration with ITS and IBSB; liaises with vendors, consultants and provincial staff to integrate and implement communication and data base systems.
  • In partnership with ITS and the IBS branches, leads and manages project teams, technical and user support for the development, implementation, and evaluation of systems and related technology and network applications and voice/data communications that support programs and fleet, and makes recommendation on technology requirements.
4. Human Resource Management and Team Leadership Responsibilities:
  • Supervises staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal, in accordance with collective agreements, Regional policies and practices; ensures adherence to appropriate Regional HR policies and government legislation.
Communication, Liaison and Customer Service Activities:
  • In consultation with Strategic Department Communications, coordinates Branch internal and external branch communication planning activities
  • Represents the branch on negotiations with consultants, contractors, external agencies/groups, local municipalities, etc., as directed.
  • Chairs and/or participates on committees, task forces, working groups and special projects; represents the Region on external committees, meetings, as required.
  • Prepares Committee and Council reports as well as the preparation of detailed technical reports required for all processes, standards and materials required for project/program approval.
WHAT WE'RE LOOKING FOR
  • Successful completion of a University Degree in Business, Health, Public Administration, or a related discipline, or approved equivalent combination of education and experience.
  • Minimum of seven (7) years’ program planning and administration experience, including significant direct senior managerial experience that includes, capital planning and delivery, budget administration and business planning, strategic planning, policy development and implementation, procurement, and experience managing data and quality improvement initiatives, including a minimum of three (3) years’ of direct senior managerial experience that includes program, financial, budget administration and human resource management.
  • Demonstrated knowledge of applicable legislation, municipal and Regional government organization and structure, industry standards, issues and communities served.
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of services.
  • Demonstrated political acumen and ability to negotiate, mediate, facilitate and present information to a varied audience.
  • Knowledge of and demonstrated ability in strategic planning, change management design, process and implementation strategies to optimize both quality and cost-effectiveness of services.
  • Demonstrated knowledge of the provincial health care system and experience working with local health care providers.
  • Demonstrated knowledge and application of financial budget and business planning processes.
  • Strong analytical, problem solving, decision making, report writing and presentation skills.
  • Computer literacy in a Windows environment utilizing Microsoft Office applications.
  • As a condition of employment, candidates will be required to provide a satisfactory Police Vulnerable Sector Check (PVSC), tuberculosis screening and proof of immunization in accordance with the Fixing Long-Term Care Act (FLTCA), 2021.
  • A valid Class “G” drivers’ licence, clear of serious offences under the Highway Traffic Act.
