Job summary

The Government of Nova Scotia Healthcare Infrastructure Division is seeking a Project Manager for a 5-year term to oversee large healthcare infrastructure programs across the province, guiding them from planning through transition to operations. • Direct experience in construction management, including oversight of construction activities, coordination with contractors, and understanding of site operations and safety protocols.
• Demonstrated business acumen with proven experience managing project budgets, schedules, technical requirements, and navigating financial, legal, and contract management matters.
• Strong stakeholder engagement skills, with a track record of resolving complex issues collaboratively with clients and multidisciplinary project teams. Advanced abilities in presentation, consultation, negotiation, influencing, and consensus building are essential.
• Familiarity with infrastructure project risk analysis and quantitative risk assessment methodologies.
• Experience in negotiating claims, scope changes, and other compliance or contractual matters is desirable.
• Familiarity with the Public‑Private Partnership (P3) delivery model is an asset.

Responsibilities

• Maintain stakeholder engagement through meetings and ad-hoc discussions to ensure information flow and tracking adherence.
• Conduct comprehensive risk analyses and develop mitigation and recovery strategies to maintain momentum.
• Manage progress measurement, earned value reporting, change orders, and change management processes.
• Review and evaluate construction claims and determine impacts on scope, schedule, and budget.

• Prepare milestone tracking and forward‑looking reports to support the Project Director and stakeholder teams in meeting critical project deadlines.
• Contribute to the enhancement of scheduling methodologies, contractor performance evaluation, and reporting standards to improve overall project delivery and accountability.

Processes

• Provide strategic input and recommendations to senior leadership to support the optimization of project management practices. This includes developing and refining policies, procedures, methodologies, and tools, as well as performing quality assurance reviews of these processes.
• Collaborate with the Project Management Office at Build Nova Scotia to implement, and continuously improve project management frameworks, ensuring alignment with organizational goals and public sector standards.
