Position Overview

Reporting to the AVP, ALM and Risk Management, the Director, Liquidity Management is responsible for leading CIBC Mellon’s liquidity management framework, including the measurement, monitoring, analysis, forecasting, stress testing, and reporting of liquidity risk. The role supports the development and execution of liquidity risk practices that enable effective balance sheet management, regulatory compliance, and sound governance across Treasury, Finance, Risk, and other relevant business partners.

The Director, Liquidity Management is responsible for delivering regulatory and internal liquidity metrics and analysis, maintaining and enhancing liquidity management policies, assumptions, controls, and methodologies, and supporting the interpretation and implementation of regulatory requirements. The role provides strategic advice and insight on liquidity risk, funding considerations, and management actions, and prepares reporting and recommendations for senior management and governance committees. The Director, Liquidity Management also supports ongoing development of the liquidity management framework, including stress testing, early warning indicators, contingency preparedness, and related regulatory initiatives.

Responsibilities
Liquidity Risk Measurement, Reporting and Analysis
  • Oversee the preparation and delivery of regulatory and internal liquidity risk reporting, ensuring accuracy, timeliness, completeness, and strong control execution.
  • Lead the production, review, and analysis of key liquidity metrics, including LCR, NCCF, internal liquidity measures, early warning indicators, and liquidity stress testing results.
  • Assess and communicate trends in liquidity risk, funding requirements, balance sheet positioning, and the organization’s overall liquidity profile.
  • Deliver analysis and recommendations to support liquidity risk management, balance sheet strategy, and related management decisions.
  • Support the development and enhancement of liquidity forecasting, measurement, and monitoring capabilities.
Liquidity Framework, Governance and Policy
  • Maintain and enhance the enterprise liquidity management framework to ensure effective governance, oversight, and alignment with regulatory expectations and internal risk appetite.
  • Execute liquidity management policies, procedures, controls, and governance practices across the organization.
  • Review and challenge key liquidity assumptions, methodologies, and modelling inputs used in internal and regulatory liquidity metrics.
  • Lead deep-dive reviews of liquidity drivers, reporting outputs, and underlying assumptions to strengthen the effectiveness of the framework.
  • Recommend improvements to liquidity governance, reporting processes, controls, and supporting documentation.
Stress Testing, Risk Monitoring and Regulatory Support
  • Lead or support liquidity stress testing activities, including scenario design, modelling assumptions, analysis, documentation, and communication of results.
  • Monitor and interpret developments in OSFI liquidity requirements and related regulatory guidance, assessing implications for liquidity management, reporting, and governance.
  • Support implementation of regulatory changes, including enhancements related to Liquidity Adequacy Requirements and Internal Liquidity Adequacy Assessment Process expectations.
  • Respond to regulatory surveys, requests, and inquiries with clear analysis and well-supported documentation.
  • Support contingency planning and the escalation of emerging liquidity risks through appropriate monitoring and governance channels.
Stakeholder Partnership and Committee Support
  • Partner with Treasury, Finance, Risk, and other internal stakeholders to support effective liquidity management and broader balance sheet decision-making.
  • Provide subject matter expertise to inform pricing, funding, forecasting, and strategic planning decisions where liquidity considerations are relevant.
  • Prepare updates, reports, memos, presentations, and committee materials for senior management, ALCO, Liquidity Risk Management Committee, and other governance forums.
  • Present liquidity analysis, emerging risks, and recommendations in a clear and concise manner to senior stakeholders and committees.
  • Build strong cross-functional relationships to support collaboration, alignment, and effective execution of liquidity management initiatives.
Leadership, Strategy and Systems
  • Provide leadership to team members, including setting priorities, overseeing deliverables, coaching development, and ensuring high-quality execution.
  • Provide guidance and subject matter expertise to colleagues and business partners on liquidity management responsibilities, methodologies, and regulatory requirements.
  • Lead strategic initiatives to improve liquidity risk infrastructure, reporting tools, data quality, and analytical capabilities.
  • Support the development and enhancement of systems, models, and data processes that underpin liquidity measurement and reporting.
  • Promote a strong risk culture, continuous improvement mindset, and disciplined execution across all liquidity management activities.
Qualifications
  • University degree in Finance, Accounting, Economics, Business, or a related discipline.
  • Professional designation such as CPA, CFA, FRM, or equivalent is preferred.
  • Minimum 8–10 years of experience in Treasury, liquidity risk management, ALM, corporate finance, or related financial services roles.
  • Strong knowledge of liquidity risk, funding, balance sheet management, and regulatory liquidity frameworks.
  • Strong familiarity with OSFI liquidity guidance and related regulatory requirements, including LCR, NCCF, stress testing, and broader liquidity adequacy expectations.
  • Demonstrated ability to research, interpret, and implement evolving regulatory guidance and policy requirements.
  • Proven ability to synthesize large volumes of complex or ambiguous information into value-added analysis, reporting, and recommendations.
  • Strong analytical, modelling, and problem-solving skills, with advanced proficiency in Microsoft Excel.
  • Experience with treasury and risk systems, including Bancware/FIS or similar platforms, is an asset.
  • Strong experience preparing and delivering clear, insightful management reporting and presentations for senior executives and governance committees.
  • Well-developed leadership, analytical, planning, organizational, and communication skills.
  • Strong interpersonal skills, with the ability to build effective relationships with peers, internal partners, management, and senior leadership.
  • High attention to detail, sound judgment, and a strong commitment to governance, controls, and data integrity.
